HJF is seeking a Manager, Finance who effectively manages and oversees grants administration and compliance, cash reporting, revenue collection, loss control and insurance, indirect cost analysis, and development of financial policies and procedures.

This position will be in support of newly merged Center for Rehabilitation Sciences Research and Consortium for Health and Military Performance.

This is a Part-Time position for 20 hours/week.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.



  • Monitors and reviews grant and contract activities to ensure compliance with federal requirements. Develops or modifies financial policies and guidelines. Reviews and updates financial transactions.
  • Examines and reviews clinical trials and other private awards to ensure the timely billing and collection of funds. Develops procedures to properly maintain and monitor such awards.
  • Assists the Director of Operations in developing policies and strategy to top management personnel on all facets of grant and contract research administration.
  • Supervises the preparation of financial status reports, summary report of expenditures adjustment sheet, grant reconciliations, final invoices and other grant reports.
  • Recommends policy and strategy to top management on all facets of indirect cost proposals, compliance with grantor guidelines; actual and or potential cash receipts problems; and developments affecting the operations or budgets.
  • Develops information systems and reports for internal use to assist sponsored projects administration.
  • Draft and review procedures for tracking and communicating deployment/utilization rates of grants' funding.
  • Draft, review, and update fact sheet regarding Center operations and fiscal state.
  • Coordinates financial relationships with applicable partner organizations.
  • Coordinates cost studies as required.
  • Drafts and revises subagreement documentation which defines and regulates level of support within financial relationships.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.


Supervisory Responsibilities



  • Direct Supervisor, direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases.
  • Conduct employee performance evaluations and directs work activities.


Education and Experience



  • Bachelor's Degree required, Master's degree preferred within Accounting, Finance, Business Administration or related field.
  • Minimum of 9-10 years experience required.


Required Knowledge, Skills and Abilities



  • Extensive knowledge of grants administration, fund accounting, and OMB Circulars A-122, A-110, and A-133.
  • Knowledge of spreadsheet, database and accounting software.
  • Extensive knowledge of modern financial management practices.
  • Excellent interpersonal skills
  • Ability to communicate policies, regulations and technical analysis in a professional manner to all levels of staff.
  • Experience in overseeing financial operations across a matrixed organization.
  • Strong initiative, sound judgement, and discretion.
  • Ability to obtain and maintain a T1/Public Trust Clearance.


Physical Capabilities



  • Ability to stand or sit at a computer for prolonged periods.


Work Environment



  • This position will take place primarily in an office setting.


Compensation



  • The hourly pay range for this position is $48.08-$62.00. Actual hourly pay will be determined based on experience, education, etc.
