Job DescriptionThis position serves as the primary liaison between the College and ISD's, fostering partnerships that align with institutional goals and drive mutually beneficial collaborations. It is responsible for developing and sustaining these relationships while enhancing communication and engagement with ISDs, high schools, industry partners, and other stakeholders. Additionally, this position will manage and develop pathway offerings, for dual credit, collaborate with leadership to implement Pre College and College Enrichment initiatives, including managing programs like the STEM initiatives, summer camps, and grant opportunities. The role oversees staff, ensuring standardized processes are followed, and manages program administration, budgeting, development, and oversight. It ensures smooth operations and effective program implementation across regional teams.
Salary Range: $75,643.83- $86,990.40
The final salary offer will be determined based on the candidate's qualifications and experience.
Essential Functions:
Demonstrate TSTC Core values of Excellence, Accountability, Service, and Integrity with internal and external stakeholders, customers, students, and members of the community. Serve as a representative of the college to build and nurture relationships with ISDs and strategically identify opportunities aligned with the college's mission and goals. Develop and implement strategies to sustain partnerships, including outlining recruitment efforts and enhance communication between the college, high schools/districts, and industry. Coordinate and lead meetings, special projects and collaborative activities to facilitate the timely implementation of Dual Credit partnerships, Pre-College, and Continuing Education opportunities with ISDs and industry. Initiate and be the project manager for Dual Credit Memorandums of Understanding, Continuing Education partnerships, pathway offering selections, and grant opportunities. Communicate new initiatives to ISD partners to drive enrollment and foster matriculation. Attend internal and external meetings related to new partner opportunities and develop relationships across organizational reporting structures, such as Operations, Provosts, and Enrollment Management, to ensure well-aligned efforts that support the dual credit strategic plan. Oversee all aspects of offsite credentialing and facility management, serving as a liaison between ISD partners and Student Learning Operations Leadership to ensure adherence to proper procedures, curriculum, and facility requirements. Participate in statewide efforts by providing reporting on new student recruitment efforts and assisting in data collection, activity coordination, meeting facilitation, and implementation of recruiting and matriculation projects. Works collaboratively with the ISD and Operation Division to develop PEIMS code crosswalks. Manage and oversee budgets, expenditures, income, and annual operating plans related to College Enrichment initiatives and grants. Supervise various local funds and grant budgets, ensuring expenditures comply with TSTC and program regulations. Act as a centralized resource for internal departments regarding partnership initiatives and grant opportunities.
Education/Experience:
Bachelor's degree required preferred. Equivalent combination of education, training, and relevant professional experience will be considered. 4 years minimum experience required in customer services. 1-3 years required experience in higher education. 1-3 years preferred experience in recruitment, admissions or community relations.

Dual Credit & Pre-College Programs: Experience implementing dual credit and pre-college programs & initiatives with knowledge of legislation impacting dual credit, Texas Higher Education Coordinating (THECB) and local/state/federal rules and regulations, Texas Education Agency, and SACSCOC. Cross-functional Collaboration: Ability to work independently and collaboratively across organizational levels, including senior management, while meeting deadlines and multitasking in a fast-paced and changing environment. Collaborate with campus and statewide leadership (Student Learning & Operations, Enrollment, External Relations, etc.) to respond to process adjustments for optimized customer experience for the student and employment outcomes. Work closely with campus leadership (industry relations and internal operations) to create best-in-class career education for the student as a lifelong learner. Knowledge of Higher Education: Strong understanding of higher education and workforce development landscape. Relationship Building: Proven track record in establishing and nurturing relationships with key stakeholders to advance organizational goals. Ability to identify emerging trends, technologies, and best practices in external relations and apply them strategically to advance TSTC's objectives.
