DESCRIPTION OF WORK

As a Human Resource Analyst 4, you will be performing advanced supervisory human resources work in employee relations. You will be responsible for ensuring that, through the actions of subordinate staff, all aspects of the employee relations program are properly administered for the Department of Health, to also include Workplace Violence (WPV), Workplace Safety (WS), Unemployment Compensation (UC), and the State Employees Assistance Program (SEAP). Work involves managing the relationship with the Department of Health by representing the agency in negotiations as well as meet and discuss with unions that represent staff in the agency. You will have the opportunity to interface with union representatives, agency advocates, managers, Office of Administration (OA)-Bureau of Employee Relations (BER) staff, and arbitrators to deal with problems and issues related to grievance administration. Additional responsibilities include:
- Administering and implementing the provisions of collective bargaining agreements
- Investigating performance or conduct issues and implementing appropriate administrative action, including disciplinary measures
- Providing guidance and advice to agency managers and subordinate analysts concerning the administration of the disciplinary process
- Providing administrative and managerial support for the team in its involvement in contract negotiations
- Directing employee relations training
- Overseeing and conducting reviews and critiques of a variety of policies

- Full-time employment
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
- Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- One year as a Human Resource Analyst 3 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Four years of analytical experience that includes three years of professional human resource experience, and a bachelor's degree; or
- An equivalent combination of experience and training.
Other Requirements:
