Job Description
Primary Purpose Sempra Infrastructure seeks an outstanding regulatory attorney with subject matter expertise in the development and regulation of of power projects and energy commodity trading to join the Legal Department in Houston. This attorney will be responsible for a portfolio of complex and time-sensitive legal matters, with a focus on the regulation of electric transactions, environmental commodity transactions, and support for commercial development and management of generation and commodity trading from a regulatory and compliance perspective. Internal client groups include Low Carbon Solutions; Sempra Gas & Power Marketing; IEnova Marketing, generation project companies, external affairs; and corporate government relations teams. Internal client groups also include the project management teams for advanced clean technology and electric projects. In addition to federal and state regulatory counsel, the attorney will provide contract drafting and support related to power generation and marketing, hydrogen, carbon capture , emissions offsets, and other environmental products, as well as occasional support related to natural gas transactions, as needed and under the supervision of an experienced natural gas regulatory team. The attorney will also support management of affiliate compliance matters
Duties and Responsibilities
- Provide advice and counsel on matters related to compliance with U.S. regulations applicable to low-carbon and renewable generation, energy storage, hydrogen, carbon capture, and energy marketing business, including regulatory obligations imposed by the FERC, DOE, CAISO, CFTC, CARB, and other regulatory agencies. Provide detailed compliance assistance related to NERC/ISO connection standards. Monitor and advise the business on industry developments, regulatory changes, and legal trends that affect the energy business of Sempra Infrastructure. Work with experienced Mexican permitting team to support permitting and compliance with Mexican regulations applicable to energy projects in that country.
- Draft and negotiate agreements for the wholesale sale of power, capacity, ancillary services and other related products.
- In collaboration with project sponsors, joint venture partners, energy traders, attorneys, and other stakeholders, negotiate and draft documents to support the development and management of electric generation, energy storage, hydrogen, carbon capture, and other energy infrastructure projects. Support project sponsors, Sempra Infrastructure attorneys, and others stakeholders to structre and finance joint venture energy projects.
- Assist in the oversight and continuous enhancement of energy commodities and environmental products trading compliance program, including compliance with laws and regulations administered by the FERC, CFTC, and other regulatory authorities.
- Represent Sempra Infrastructure and its subsidiaries in proceedings before federal courts, FERC, DOE and other regulatory bodies with jurisdictions over the company's energy trading, generation, and infrastructure business.
- Participate in hiring and managing outside counsel to assist with transactional and regulatory advice to the company.
- Performs other duties as assigned (no more than 5% of duties).
Qualifications
Required Qualifications:
- JD (Juris Doctor) J.D. or LL.M from an accredited law school Required
- 7+ years of post-qualification experience, with demonstrated application to development and regulation of renewal or other power projects within the US or the regulation of energy trading activities within the US.
- Experience in a well-established law firm or corporate legal department with a power project development or Energy Trading practice.
- Member in good standing of U.S Jurisdiction Bar, preference in California or Texas.

- Strong legal foundation in drafting, analysis, and negotiation, paired with commercial awareness and a collaborative mindset to support strategic business objectives.
- Ability to translate business goals into clear, actionable contract language or regulatory submissions, offering commercially focused legal support to business teams.
Work Schedule
HYBRID: Work a combination of onsite and remote days each week, typically 2-3 days per week.

$185,200.00 - $309,300.00 / year
