Job Description Summary

The Impact & Evaluation department (I&E) is hiring a Program Manager to support Enterprise and its partners in measuring the impact of our programs through mixed-methods evaluations and impact assessments. The Program Manager will conduct research to understand program impacts and inform program design and will communicate results through written reports and data products.

Reflecting the broad, cross-sectoral reach of Enterprise's efforts, the I&E team is committed to advancing decent, safe, affordable housing in communities nationwide. Our efforts also intersect with related sectors, including education, health, economic mobility, resilience, and community development. The ideal candidate will bring experience and insight into key research issues in housing and community development fields, and/or these related fields.

This position will report to and work closely with the Sr. Program Director of Impact and Evaluation and will have the opportunity to work in a supportive and collaborative environment where individual contributions to projects are valued and team members are encouraged to develop and practice new skills with ample professional development opportunities.

This role often involves tackling complex, evolving challenges, which require the ability to think critically and work collaboratively with members across other divisions and departments to find solutions. Job Description

Job Responsibilities

  • Engage in the full life cycle of Enterprise's evaluation and impact assessment projects, including project scoping and design, client management, data collection and analysis, documentation, and presentation of findings.

  • Build strong, trust-based relationships across teams and at all levels of the organization, and with external clients and stakeholders.

  • Support programs across Enterprise by responding to requests for data advisory and analysis services in a timely and professional manner.

  • Develop data visualizations, interactive dashboards, and written reports that effectively communicate findings to a variety of internal and external stakeholders.

  • Increase and maintain the accuracy and efficiency of our data analysis work through data cleaning, code development, QA.

  • With support from senior staff, conduct mixed-methods data collection and analyses through design and implementation of surveys, interviews and other qualitative methods alongside quantitative analysis.

  • Perform quality assurance reviews on work produced by other members of the team in a cooperative manner that advances the department's overall commitment to accuracy.

  • Create and maintain proper documentation for key processes.

Qualifications

  • Undergraduate degree required.

  • Minimum of 4 years of relevant professional experience required. Graduate degree may be substituted for up to two (2) years of experience.

  • Demonstrated knowledge and experience researching, analyzing and communicating findings from datasets commonly used in housing, demographics, and community development research.

  • Knowledge of housing and community development issues, urban economics, demographics and/or real estate development

  • Demonstrated experience with extracting and analyzing data from common housing and demographic data sources such as the Census Bureau (e.g., ACS and PUMS), HUD (e.g., Picture of Subsidized Households, CHAS, LIHTC database), the National Housing Preservation Database (NHPD), the FFIEC Home Mortgage Disclosure Act (HMDA), and other familiar sources used in the field.

  • Proficiency with standard statistical methods and software (proficiency in R or Python).

  • Experience visually representing quantitative information through maps, charts, graphics, etc. Demonstrated proficiency with one or more geographic information systems required (e.g., ArcGIS Pro/ArcGIS Online, QGIS).

  • Expertise with Microsoft Office software (especially Excel and Power BI).

  • Excellent written and verbal communication skills and experience writing research briefs, reports or case studies.

  • Experience working with diverse, collaborative teams, virtually or in person. Positive attitude, patience, and willingness to listen to and teach experts in other fields.

  • Excellent organizational and time management skills; ability to work on multiple projects simultaneously.

  • Excellent critical thinking and creative problem-solving skills.

Additional Preferred Skills/Experience:

  • Qualitative analysis using platforms such as NVivo.

  • Experiences with administrative datasets.

The base salary for this role is $73,000 to $85,000, depending on level of skills and experience.

The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills, education, location, experience, and performance. The salary range is just a part of the total rewards package provided to employees at Enterprise, and other rewards may include annual performance bonuses and generous paid leave programs.
