Job Overview

The CRA and Fair Lending Analyst serves as a resource to ensure the bank remains compliant with applicable Community Reinvestment Act and fair lending laws and regulations. The Analyst will serve as a fair lending subject matter expert and statistical analyst. Independent analyses will be performed to assess fair lending risk and evaluate the Bank's lending performance throughout its assessment areas. Results of analyses will be documented and provided to the Bank's CRA Committee as well as other management and Board committees as appropriate.


Principal Accountabilities

Analyze data to identify fair lending and CRA risks. This will be accomplished, at least in part, by mapping analyses, lending distribution monitoring, and CRA self-assessment. Utilize available compliance websites, tools, and regulatory guidance to determine best practice. Represent the Bank to both internal and external customers in a courteous, professional manner in face-to-face, written and telephone communications. Accountable for adherence to all applicable regulations, including Bank Secrecy Act (BSA). Actively protect confidentiality of customer and account information. Demonstrate Horizon Bank's commitment to the communities we serve through involvement in local organizations and events.


Duties

  • Maintain up-to-date compliance knowledge relating to CRA, HMDA and fair lending regulations by attending webinars, teleconferences, seminars, conference calls, and reading compliance related periodicals.
  • Utilize software to create maps reflecting the Bank's lending/deposit activity.
  • Perform statistical analyses on the Bank's loan and deposit data.
  • Analyze HMDA data and perform peer analyses.
  • Assist with preparation for regulatory exams and other compliance-related audits.
  • Assist with the evaluation of redlining risk related to acquisition activities and branch openings/closings/relocations.
  • Participate in ongoing skill, compliance, risk management and security training as required for the position and apply knowledge in daily tasks.
  • Participate in regular compliance calls to keep current with the banking regulatory environment
  • Communicate newly acquired compliance knowledge to ensure business units remain compliant
  • Other duties and projects as assigned.


Qualifications & Skills

  • Bachelor's Degree preferred or equivalent work-related experience. At least 3 years of prior compliance, risk analytics, or CRA/fair lending experience preferred.
  • Knowledge of the CRA and fair lending laws and regulations.
  • Strong research, analysis, and problem-solving skills with the ability to identify potential compliance risks and issues requiring escalation to management, as necessary.
  • Exceptional organization, time management and follow-up skills.
  • Excellent interpersonal skills and ability to communicate effectively with customers, bank employees and outside service providers in person, on the phone and in writing.
  • Ability to follow detailed instructions and exercise sound judgement.
  • Advanced knowledge of Excel preferred, with a working knowledge of Word and PowerPoint.
  • Proficiency in CRA/Fair Lending software is a plus or strong technical skills to learn quickly.
  • Ability to follow through on assigned tasks after receiving initial direction from supervisor.
