Job Overview
The Subcontract Administrator is responsible for all procurement activities in support of assigned project tasks, including construction, services, materials and equipment. This includes the preparation of solicitation packages, negotiating, awarding, and administering subcontracts, through close-out. The incumbent completes procurements in a timely manner as economically feasible. Often the work will require coordination with the company's Proposal Development Group. It is the responsibility of the incumbent to ensure that the procurement process is in compliance with the guidelines of corporate procurement policy. Incumbent must be able to work independently and support a variety of customers and tasks.
Responsibilities
Essential Duties & Job Functions:
- Understands and enforces corporate procurement policies and procedures.
- Communicate status of current activities to appropriate personnel, including procedural questions, problems encountered, estimated time for completion, etc.
- Monitor/evaluate subcontract/supplier performance and compliance with the agreement provisions.
- Receive and submit receiving reports to Finance. Resolve discrepancies.
- Review subcontractor insurance certificates for compliance with subcontract terms.
- Develops and maintains Approved Supplier/Subcontractor Lists.
- Assists in determining type of agreement and method of award.
- Prepares and issues request for bids or offers.
- Reviews purchase requisitions for accuracy and completeness.
- Ensures appropriate FAR/DFAR clauses are included.
- Participates in the development of specifications and standards.
- Negotiates with suppliers/subcontractors.
- Evaluates proposed prices and terms from suppliers/subcontractors.
- Conducts price/cost analysis.
- Coordinates a technical analysis when required.
- Coordinates legal review when required.
- Prepares Source Selection documentation.
- Prepares subcontracts and other acquisition documents.
- Prepares documents to support the award.
- Administers subcontracts through close out.
- Negotiates change orders.
- Prepares modification packages.
- Negotiates and prepares terminations.
- Maintains subcontract files.
- Performs related work as assigned.
Accountable For:
- Proficient knowledge of Federal Acquisition Regulations, including labor laws for construction and services.
- Ability to clearly communicate, both orally and in writing.
- Skill in the use of general office equipment, including copiers, fax machines, and computers.
- Analytical, negotiating, and organizational skills at an intermediate level.
- Ability to create and maintain a positive team atmosphere with effective interpersonal skills, and the ability to work professionally with a variety of people and personalities.
- Ability to exercise independent judgment.
- Ability to maintain accurate records and prepare required reports.
- Ability to meet deadlines and handle potentially stressful situations.
Job Requirements
Mandatory:
- High school diploma or equivalent; plus, six (6) months of specialized government purchasing experience.
- Working knowledge of FAR/DFARS contracting policies and procedures.
- Proficiency and experience with federal government procurement specifications and standards.
- Provide driving record upon request.
- Ability to pass pre-hire background and drug screen.
Preferred:
- Prior working knowledge with an automated purchasing system.
- Experience with the Chugach purchasing system and procedures.
- Familiarity with IDIQ agreements.
- Bachelor's degree in a business-related field and/or CFCM.
Working Conditions:
- Must be able to work indoors.
- Occasional travel may be required.
Physical Requirements:
- This role is largely sedentary.
- Must be able to lift to 35 lbs.
- Must be able to sit for long periods of time.
