If so, we 're looking for someone like you to join our team! We are seeking a Personnel Security Representative to help us provide APL and its customers with the best special and compartmented program security support. Personnel Security professionals are key partners in the execution of security relative duties supporting multiple programs and customers as part of a dynamic team. Personnel Security support will focus on a mixture of Collateral, SAP, and SCI classified programs.

PERSEC professionals will bring personnel security (PERSEC) subject matter expertise in support of The Johns Hopkins University Applied Physics Laboratory's (APL) Program Security Representatives (PSR) and Special Security Representatives (SSR). PERSEC contributions will ensure PSR/SSR leadership of a multi-faceted security portfolio.

As a Personnel Security Representative, you will...

    • Provide PERSEC expertise and support for PSRs and SSRs within Program Security Group (ZPP) and Compartmented Security Group (ZPC)
    • Analyze and validate program nomination / access documentation for timely submission to government agencies
    • Develop and manage electronic PERSEC portfolios
    • Liaise with all levels of personnel (Senior Management, Program/Project Managers, cleared and non-cleared staff, etc.)
    • Manage the Annual Security Refresher (ASR) Training for clearedstaff, including the creation, revision, dissemination, and tracking of critical security-related information
    • Create and disseminate security incident reports to applicable security staff
    • Develop and maintain tracking mechanism for cleared staff Continuous Evaluation status
    • Provide PERSEC oversight during various sponsor compliance inspections
    • Develop and maintain cleared staff PERSEC records via multiple electronic repositories (i.e. Service Now, SIMS, AIVI-Self Reporting Tool, Foreign Travel Tool, DISS, Learning Management System, SharePoint, Scattered Castles, JADE, etc.)
    • Exercise analytical skills, organization management, and relationship oversight competencies (team building)
    • Perform PERSEC actions within unclassified, SAP, and SCI facilities
    • Process on and off-boarding of security classification special access statuses
    • Exhibit high standards of professionalism, as well as the ability to operate under minimal supervision in a high paced transactional environment

Qualifications

You meet our minimum qualifications for the job if you...

  • Possess a Bachelors Degree in Industrial Security, Information Technology, Business Administration, or a relevent field. Four years of experience in an IT or security-related work field may be substituted for a degree.
  • Have experience in Special Access Program Security with practical application of DoD Manuals (5200.01 vol. 1-4, 5205.07 vol. 1-4 5205.11), Intelligence Community Directives (ICDs), NISPOM, NISPOM Supplement
  • Possess excellent customer service, speaking, and writing skills
  • Can demonstrate experience working in teams and matrix environments.
  • Have the ability to collaborate with peers on matters pertaining to security policy and procedures
  • Have strong working knowledge of DISS/NBIS databases
  • Are results oriented and able to work independently with minimal direction; must be a self-starter, as well as a solid group contributor
  • Are able to obtain a Top Secret level security clearance by your start date and can ultimately obtain TS/SCI level clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

You'll go above and beyond our minimum requirements if you:

  • Have a Master's Degree in Industrial Security, Business Administration, Information Systems, or a related field
  • Possess direct experience working with compartmented and/or special program security officer(s)
  • Have a thorough understanding of Department of Defense (DoD) organizational structures
  • Are experienced working in an organization with reporting responsibilities to multiple sponsors/authorities
  • Possess some Information systems skills

The referenced pay range is based on JHU APL's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development.
