Department Information

The Office of Economic Development and International Trade ("OEDIT") was created to foster a positive business climate that encourages economic development through support of local and regional economic development activities throughout the State of Colorado. A comprehensive slate of programs within OEDIT's divisions support economic development efforts for all Colorado businesses - new and expanding, traditional and emerging, small and large - including retention programs to ensure the continued competitiveness of Colorado's economic base, and job training to keep Colorado's workforce the best in the nation.


Description of Job

NOTE: This announcement may be used to fill multiple openings.

The Program Analyst is highly organized and detail-oriented carrying out data management and analysis as well as accounting and record keeping functions for programs under the Business Funding & Incentives division. Key programs include the Colorado Venture Capital Authority (VCA) and OEDIT Housing programs under the direction of the Program Directors.

The VCA is a political subdivision of the state. The VCA supports access to venture capital for Colorado's entrepreneurs and startup businesses and is governed by a board of directors that partners with professional fund managers to deploy capital. The VCA seeks to fill gaps in the private venture capital and equity markets for Colorado startup businesses. This position helps to implement public policy and improve capital access and financing for Colorado's small businesses.

Proposition 123 (Prop 123) created the State Affordable Housing Fund, dedicating 40% of funds to the Affordable Housing Support Fund administered by the Department of Local Affairs (DOLA) and 60% to the Affordable Housing Financing Fund overseen by the Colorado Office of Economic Development and International Trade (OEDIT) and administered by the Colorado Housing Finance Authority (CHFA) to fund the Land Banking, Concessionary Debt and Equity programs. This position will help with data tracking and analysis and improve public access to Prop 123 impacts across the state.

The Middle Income Housing Authority (MIHA), is a special-purpose authority independent from the state whose purpose is to promote affordable rental housing projects for the middle-income workforce throughout Colorado. MIHA is currently administered by OEDIT. This position will help manage the general administrative responsibilities for MIHA.

KEY DUTIES AND RESPONSIBILITIES

  • Data Management & Reporting: Maintain and improve program-related data systems, ensuring accuracy and integrity of information. Carry out data entry, reporting, and analysis to support program management and decision-making. Advise and implement improvements to data and financial management systems. Create dashboards and reports using skill in data visualization

  • Accounting and Financing Operations Support: Process financial transactions under protocols with financial institutions and signatories. Maintain ledgers and records. Support annual financial audits.

  • Program Operations Support: Support quarterly and annual legislative reports. Maintain and improve program materials and webpages. Understand and monitor compliance with state and federal statutes, contracts , and other program requirements. Support program managers and board members ensuring operational timelines and deliverables are met.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

  • Demonstrates a clear understanding of accounting procedures

  • Highly organized and detail oriented - manages documentation and processes for financial transactions and works toward program deadlines

  • Strong written and verbal communication skills

  • Proficiency with Google Office and Microsoft tools

  • Database management and dashboard design and visualization skills

  • Work cooperatively and jointly to provide high quality outcomes

MINIMUM QUALIFICATIONS

Education and Experience:

Graduation from an accredited college or university with a bachelor's degree in business with a focus on accounting, finance, or management information systems.

Or higher education coursework that included 27 semester hours of accounting or MIS.

Or two years of experience in data management and professional bookkeeping or accounting experience.

An equivalent combination of education and proven experience in comparable fields will be considered.

Preferred Experience:

  • Quickbooks, Excel and Google sheets

  • Database Management

  • Tableau (dashboards)

  • Accounting

  • Google Slides


CONDITIONS OF EMPLOYMENT

  • Applicants must pass a thorough background and credit check prior to employment.

  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify their application from the current position.


Supplemental Information

Salary Range: $57,000 - $67,000 Annually

This position is considered non-classified, which means the position is not part of the Colorado State Personnel System. Therefore, the individual appointed to this position is considered at-will, and is not covered by the State Personnel Rules or the State Classification System. However, this position does come with the same benefits (retirement, insurance, etc.) as every other State employee, and with the same opportunities, pride and passion that comes with working for the great State of Colorado. Even though employment is at-will, non-classified positions have protections against discrimination and retaliation in state and federal employment laws. "At-will" employment means that either the employee or the State may terminate the employment relationship at any time for any reason or no reason, with or without notice or cause, as long as no federal or state law is violated.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.
