Description
The Director of Facilities manages and directs all aspects of Engineering Services and is responsible for all aspects of maintenance on the assigned campus(es). The director will provide for the physical, environmental, and operational needs of the hospital or healthcare facilities, infrastructures, and grounds. Directing and managing through managers and supervisors, this individual will ensure efficiency in all aspects of routine, corrective and predictive maintenance at hospital or healthcare facilities. Provides leadership to engineering technicians, engineers and support staff to ensure work is completed on schedule, within budget and in compliance with applicable codes and regulations. Devises and implements strategies to meet the mission and strategic goals of Children's National Hospital. Ensures that the work and efforts of the department are effectively communicated to a broad audience across Children's National Hospital. Implements and revises as appropriate the staffing and management structure necessary to effectively, efficiently, consistently and safely provide maintenance services. Devises and implements strategies to maximize the time and expertise of staff and vendors as well as the purchasing and utilization benefits of equipment and materials across the organization. Devises and implements strategies to ensure a high quality of service and standards of care by implementing state of the art technologies, methods and techniques. Works with all appropriate parties across the organization to implement innovative safety practices consistently across the organization. Develops and leads strategies to build credible working relationships with internal and external customers including clinical staff, vendors, consultants and administrative staff and leadership of each affiliate. Works with customers and colleagues to plan for and support continual changes and advances in health care. Prepares staffing and budgetary plans, and manages resources to achieve department's goals. Devises strategies to meet budget goals such as providing services to outside customers. Participates in the Annual Capital Budget Process. Oversee the provision of services to end users within budget, on schedule and in compliance with all applicable codes and regulations. Performs general managerial duties such as supervising staff, planning, scheduling, budgeting, data analysis, reporting, and performing presentations; coordinates training and other programs to develop and enhance individuals technical and management skills and to ensure the retention and career advancement of employees and managers in Engineering department. Represents the department to customers and the Hospital to patients, visitors, or interested parties. This Director performs these responsibilities with minimal supervision of the Executive Director Facilities Management and VP of clinical Ancillary Services / Chief Pharmacy Officer .
Qualifications
Minimum Education Bachelor's Degree Facilities Management, Electrical Engineering, Mechanical Engineering or related field (Required) OR Equivalent level of knowledge or experience of 10 years in facilities management (Required) Master's Degree Business Administration, Hospital Administration, Public Administration or related field (Preferred)
Minimum Work Experience 5 years Healthcare Engineering experience in maintenance, electrical, mechanical, infrastructure systems, construction/project management. (Required) 4 years Supervisory/management experience in related job function. (Required) And
Required Skills/Knowledge Demonstrated leadership and management skills. Proficient written and verbal English communication skills, on a college graduate level. Ability to plan, research, analyze, coordinate, implement and present operations requirements. Strong knowledge of managing departmental budgets. Knowledge of financial policies and regulations. Knowledge of procurement procedures and language. Project management and scheduled outage of systems. Interacts professionally with CNH/departmental staff as well as contractors, manufactures, vendors and consultants. Detailed, technical knowledge of equipment, techniques, industry standards, planning, estimating, codes, procedures and materials. Knowledge of building automation systems, addressable fire alarm systems, and preventative maintenance software. Extensive knowledge of computer applications(PC and network-based), including windows business programs such as word, excel, power point, CMMS, Bluebeam, Adobe and area specific applications. Strong knowledge of The Joint Commission (TJC), College of American Pathologist (CAP),DC Department of Health (DOH), Department of Consumer and Regulatory Affairs (DCRA),OSHA,EPA,NFPA,CAP, NEC and other applicable regulatory agencies.

Functional Accountabilities Organizational Performance
- Collaborate with leadership to develop strategic goals for the assigned department(s) or function(s); influence strategies and goals within/across department(s) or function(s).
- Assist in the continuing development and success of this established community institution know for its compassionate care for children and adolescents.
- Serving on the Infectious Control Committee and Safety & Emergency Management Committee to represent Utilities Management, Fire/Life Safety and Engineering Statistics.
- Initiating/monitoring response to fire drills, coordinating training and modifying procedures.
- Assisting departments with equipment, renovations and capital budget justifications.

Facility Management
- Implement strategic plan through management of day-to-day operations of the assigned facilities department functions, including
- supporting research facilities.
- Develop and maintain systems, policies and procedures to support the integrated management of buildings and equipment.
- Ensure compliance with organizational and departmental policies and procedures, and regulatory standards.
- Rapidly and effectively triage expedited calls from the call center; effectively work with the facilities call center to improve customer
- satisfaction among internal and external stakeholders by addressing facilities issues.
- Ensure building infrastructure is adequate and able to be maintained.
- Managing/directing activities of Engineering, including department organization and safety, scheduling , work assignments, new-hire employment, training, salary/wage administration, performance evaluations and budget preparations.
- Preparing and submitting statistical/operations reports.
- Design and implement facility and engineering programs and protocols that lower cost, increase equipment life cycle and provide the highest level of costumer service.
- Ensuring departmental compliance with building security policies, systems and procedures.

General Maintenance
- Coordinating the following but not limited too, through operations managers and supervisors: installation, service, record keeping, preventative maintenance and repairs of hospital or facilities equipment.
- Direct daily facility operations to ensure the reliability and efficiency of electrical, medical gas, plumbing, and general maintenance at the main campus and extended campuses.
- Oversight of electrical-delivery systems, medical gas-delivery systems, emergency generators, physical plant troubleshooting and infrastructure systems.
- Maintain and repair facility equipment including, but not limited to, boilers, air handlers, generators, and electrical systems.
- Provide technical guidance for building, power, energy management, infrastructure and building management system issues.
- Manage preventive maintenance programs, supervise staff, and ensure campuses continuously comply with all applicable standards, codes and regulations.
- Managing the transportation function to service all facilities, including the care and maintenance of vehicles.
