Position Description

The Contracting Services Department is seeking a Supervisor to work within the Commercial Acquisition section and support the Senior Manager of Commercial Acquisition. The candidate will be the primary focal point and Supervisor of a team of professional Subcontract Administrators and Procurement Assistants. The ideal candidate will have a minimum of seven (7) years of DoD contract management experience to include comprehensive experience in FAR/DFARS and mandatory flow down clauses, procurement integrity requirements, contract law, contract formation and subcontract administration, cost and price analysis, negotiation, acquisition planning, supplier relationship management and project management. Candidate must have demonstrated experience soliciting and analyzing quotations, including SOW development; negotiating terms and conditions of purchase, payment and price. The candidate should exhibit leadership and teamwork and demonstrate the ability to build positive and professional relationships to successfully accomplish work assignments.

The Supervisor will review contract files and terms and conditions to insure compliance. They will work with staff, internal customers and vendors to resolve problems. They will have extensive signature authority and must be able to conduct business and make critical decisions independently.

This position will directly report to the Senior Manager of Commercial Acquisition in the Contracting Services Department. Specific duties include, but are not limited to:




  • Supervise a staff of Subcontract Administrators and Procurement Assistants
  • Responsible for the coaching, development, and growth of all Team staff
  • Daily review workload reports to assure equitable workload assignment of carts and solicitations across team.
  • Pre-award review of contract files and terms and conditions to ensure compliance
  • Review major acquisitions to be presented to Senior Leadership
  • Producing and presenting quarterly metric reports to leadership
  • Provide staff training in selected contract topics
  • Onboarding and training of new staff
  • Mentor/train Leadership Development Program staff during Procurement rotation
  • Administration of PCard Program responsible for the management of an extensive card program, all training materials, and communications
  • Other contract administration and oversight duties as assigned

Requirements

  • 7 plus years of Contract experience; DoD Contracts/Subcontracts experience a plus
  • Experience in leading or supervising teams
  • Master's Degree or BS/BA with equivalent combination of education and experience
  • Professional certification in Purchasing or Government Contracting is preferred
  • Experience in evaluating, negotiating, pricing and administrating of complex procurements.
  • Demonstrated leadership capabilities
  • Proficiency in Microsoft Office, Excel, Word and PowerPoint
  • Demonstrated experience with an ERP purchasing system- SAP experience preferred
  • Strong verbal and written communication skills
  • Excellent analytical and decision-making skills
  • Possess strong organizational skills and the ability to work and establish priorities under pressure in a fast-paced, multi-tasking, work environment
  • Ability to obtain and maintain a government security clearance
