Reporting to the Vice President of Administrative Affairs, this position directs the University's Human Resources department and its operations, which includes planning, hiring/training/supervising/mentorship of HR staff, record-keeping, and compliance with associated federal, state, and local HR regulations. Provides assistance and guidance to campus administration and University personnel relating to recruitment and employment within the University, compensation, benefits, HR policy creation/revision/enforcement, and facilitates employee relations as needed. Responsibilities
-
- Direct the University's Human Resource department and its operations, which includes planning, organization, record-keeping, and compliance with associated federal, state, and local HR regulations. Coordinate campus operator coverage for all general campus phone calls and inquiries to main university line.
- Hire, train, supervise, mentor, and direct the Human Resources staff in the efficient management and oversight of faculty & staff recruiting, hiring & employment processes, and compensation & employee benefits programs, including health/life insurance, leave, education & auxiliary benefits, and retirement. Oversee Human Resources department budgets, working with and training HR Admin Asst so they order HR office supplies, coordinate HR meetings, managing payments to vendors, POs, etc.
- Serve on the University Council and on other committees as determined by the University President and Vice President for Administrative Affairs. Consult with the President and Vice Presidents as the Human Resources subject matter expert. Coordinate, manage, and assign campus committee assignments of HR staff as the need arises.
- Develop and maintain Human Resources policies, procedures and operations in compliance with federal & state laws and regulations. Enforce HR policies and procedures to protect faculty, staff, and the institution.
- Direct HR staff in maintaining up-to-date staff job descriptions for the University and appropriate employee classifications for purposes of conducting market salary comparison, analysis and compensation recommendations, while ensuring compliance with current Department of Labor regulations.
- Foster a collaborative approach to planning Human Resource functions and in support of the Utah Tech University strategic plan. Ensure collaboration, transparency, and accountability in assigned strategic plan duties.
- Work with Staff Association, Faculty Senate, and President's Cabinet to a) deliver employee training to the campus workforce on a variety of topics and issues pertinent to federal/state regulations and the current or desired UT employee culture; b) monitor and maintain joint-owned institutional policies, and; c) ensure HR team is trained to complete various compliance reports (such as Affirmative Action/Equal Employment Opportunity) and responds appropriately to GRAMA and data requests timely.
- Manage faculty and staff employee relations and grievances; recommend action plans to resolve issues.
- Represent Utah Tech University HR at a variety of meetings and state-wide associations such as Utah Higher Education Personnel Administrators Committee (UHEPAC), Compensation Committee (UHECC), CUPA-HR Utah Chapter, Utah Banner User Group, etc.
- Perform other duties as assigned.

Qualifications

- Bachelor's Degree in Human Resources, Public Administration, Business Administration or other related field required; mater's degreed preferred.
- At least six years' experience in Human Resource administration. Higher Education Human Resource administration experience preferred.
- Comprehensive knowledge of university administration.
- Comprehensive knowledge of State and Federal regulations on employment practices.
- Comprehensive knowledge of principles and practices of personnel administration as they relate to universities.
- Budgeting expertise for personnel in a university academic environment including position classification systems.
- Proficiency in Microsoft Office suite, particularly Word, Excel, and PowerPoint; knowledge of university operating system (Banner) and various HR technical reporting programs (compensation analysis, Argos reporting, etc.) preferred.
- Experience coordinating and managing a budget.
- Experience creating or supervising the creation of personnel records and associated documents (open enrollment materials, statements of salary, HR forms, etc.).
- Knowledge of and ability to use general office equipment (computers, copy machines, scanners, etc.).
- Ability to communicate effectively, both orally and in writing.
- Ability to exercise critical human relations skills in establishing and maintaining effective working relations with employees and the public.

POSITION DETAILS, COMPENSATION AND BENEFITS: Full-time overtime-exempt staff position. Annual salary of $140,000+ depending on qualifications and experience. Desired start date of August/September 2025.
