Job Overview:

The Government Affairs Representative II is responsible for supporting the organization's public policy objectives through direct engagement with local, state, and federal government entities. This role monitors legislative and regulatory developments, coordinates advocacy efforts, and builds relationships with key stakeholders to advance the organization's interests. The position serves as a liaison between the organization and policymakers, trade associations, and advocacy coalitions.

Key Responsibilities:

Strategy & Administrative Support:



  • Provide strategic and administrative support for Duquesne Light's Political Action Committee (PAC) and assist with strategies to grow the PAC.
  • Assist in the planning and implementation of PAC luncheons and other PAC-related events.



Policy Monitoring & Analysis:



  • Track and analyze proposed legislation and regulatory changes that may impact the organization.
  • Prepare policy briefs, position papers, and legislative summaries for internal stakeholders.



Advocacy & Lobbying Support:



  • Support the development and execution of advocacy strategies at local, state, and federal levels.
  • Represent the organization at government meetings, hearings, and community events as needed.
  • Assist in lobbying efforts and maintain relationships with government officials, legislative staff, and agencies.



Stakeholder Engagement:



  • Collaborate with industry associations, coalitions, and external partners to align common policy goals.
  • Coordinate with internal teams (e.g., legal, communications, compliance) to ensure unified policy messaging.



Communications & Reporting:



  • Draft letters, statements, reports, and talking points related to government affairs issues.
  • Provide regular updates to leadership on policy developments and engagement efforts.



Compliance & Records:



  • Ensure all lobbying activities are conducted in accordance with applicable laws and organizational policies.
  • Maintain records of government interactions and advocacy activities.



Education and Experience Required:



  • Bachelor's degree in political science, public policy, or related disciplines.
  • Two (2) years related experience
  • Strong understanding of legislative and regulatory processes.
  • Excellent communication and interpersonal skills.
  • Ability to analyze complex policy issues and provide strategic recommendations.
  • Experience working with elected officials, government agencies, and advocacy groups.
  • Ability to travel occasionally and work flexible hours as needed.



Knowledge, Skills and Abilities Utilized in this Role Include:



  • Strong knowledge of legislative process at various levels of government (municipal, city, county, and state);
  • Strong research and deductive skills.
  • Ability to identify and synthesize substantive and political implications of issues.
  • Ability to develop, recommend, and implement strategies to achieve objectives and problem solve.
  • Exceptional interpersonal and communication skills, both verbal and written.
  • Familiar with various social media platforms and outlets.
  • Strong Microsoft Office skills, especially in Word, Excel, and PowerPoint.
  • Highly organized and works with close attention to detail.
  • Ability to organize and manage several priorities simultaneously while working under pressure and deadlines.



Physical Requirements

Normal office environment. Position located in Harrisburg, Pennsylvania with a hybrid work model. 20-30% travel to Allegheny County, Beaver County, Washington DC and other locations as necessary.

Scope

Primary focus is on daily deliverables, outputs and reporting. Typically accountable for managing one's own time and work flow. Responsible for using prescribed guidelines to analyze situations and solve problems. Work is typically of moderate complexity requiring the incumbent to draw on previous knowledge to perform role. Continues to build knowledge base and develop capabilities by partnering with more experienced staff as needed.

Decision Impact

Problems and issues faced are vague but may be recognizable based on past experience. Accountable for some direct level of reasoning and decision making in straightforward situations based on precedents.

Hybrid Work

Position follows our hybrid work model, with a minimum of two days working in the office and the remaining days working remotely. Reporting location and frequency may be subject to change based on job role and department needs.

Storm Roles

All Non-Union Employees will serve in storm roles as appropriate to their role and skillset. Please be sure to discuss storm roles with the hiring manager for this position, as duties can vary across the Company. Examples of storm roles could include but aren't limited to duties such as: working with operations for service center support or with the communications, customer service or government affairs teams to respond to public and customer requests for information, etc.

Data Governance

Utilize data to make business decisions as appropriate for the position, support data stewardship activities and partner with IT on underlying data needs.
