Job Description

Torch Technologies is seeking a Strategic Development Capture Manager that will be responsible for developing and executing capture plans, monitoring competitor activities, and preparing the team to bid and win new business pursuits. The successful candidate will be responsible for developing deliverables such as capture plans, market analysis, management review material, proposal content; and managing all technical and support staff assigned to the pursuit.

The ideal candidate will have a strong business development and project management background and demonstrated experience in opportunity assessment, customer relationship management, capture management, and proposal development. The selected candidate should have excellent communication and interpersonal skills, as well as strong analytical and problem-solving abilities.

Job Responsibilities:

• Participates in capture strategies working with internal personnel and strategic partners to qualify and successfully develop winning proposal bids.
• Develops and manages capture and proposal strategies, budgets, schedules, and technical content.
• Collaborates with internal teams to develop solutions to address customer needs and concerns.
• Develops and leads customer engagement plans.
• Participates in bid decisions, develops, and presents the opportunities for review/approval.
• Leads and facilitates win strategy development sessions including technical, management, teaming, past performance, staffing, pricing, etc.
• Leads technical team reviews, proposal kickoff and progress meetings.
• Leads proposal writing strategies and establishes requirements for technical and subject matter experts.
• Development of Market Strategy.
• Management of Strategic Resources to Pursue Capture include BD/CM Budgets, IRAD, and other marketing or engagement resources.

Job Requirements

Preferred Requirements:

• Bachelor's Degree in Business Administration, or a related field or equivalent experience. Advanced degree strongly preferred.
• A minimum of 10-12 years of experience in the proposal and business capture environment.
• 5+ years of DoD-related capture management experience.
• Demonstrated organizational, communication, and leadership skills.
• Demonstrated experience in managing and leading capture management.
• Strong knowledge and understanding of the Federal procurement process.
• Strong presentation and proposal writing skills.
• Secret Security Clearance preferred.
