Position Summary: Oasys is seeking a Sr. Configuration Management Specialist support the United States Coast Guard (USCG) at the Aviation Logistics Center (ALC)-Information Systems Division (ISD). The Sr. Configuration Management Specialist will ensure system integrity and auditability through rigorous baseline control, secure change management processes, and configuration status accounting in Agile and DevSecOps environments. Primary Responsibilities:
- Lead and manage the end-to-end configuration management lifecycle for enterprise applications and infrastructure assets, ensuring traceability and compliance.
- Develop and enforce configuration identification, change control, status accounting, and audit policies and procedures per RMF, NIST 800-53, and DHS 4300A.
- Administer and maintain configuration management toolsets and repositories, including Jira, Confluence, Bitbucket, and integration with Kubernetes-based CI/CD pipelines.
- Coordinate and facilitate Design Review Boards (DRBs) and Configuration Control Boards (CCBs)-analyzing proposed changes for accuracy, completeness, system impact, and risk.
- Establish and maintain configuration baselines, manage version histories, and support the integration of hardware/software inventory with the CMDB and authoritative systems-of-record.
- Collaborate with development and cybersecurity teams to ensure that configuration changes align with security and operational requirements.
- Generate, maintain, and deliver configuration status reports, release notes, audit logs, and change documentation to support ATO, audits, and compliance efforts.
- Support configuration audits by providing traceability matrices, version control evidence, and documentation of change rationale.
- Participate in Agile ceremonies and DevSecOps workflows to align CM processes with sprint objectives and software release cycles.
- Recommend and implement improvements to CM processes, automation, and tool integration to enhance efficiency and visibility.
- All other duties as assigned by management.
Skills/Qualifications:
- Strong knowledge of configuration management frameworks, version control systems, and lifecycle tracking in federal or DoD environments.
- Experience with Agile DevSecOps tools and practices, including CI/CD pipelines, container orchestration, and microservices governance.
- Proficiency in using tools such as Jira, Bitbucket, Confluence, and Kubernetes for tracking, collaboration, and deployment management.
- Deep understanding of system/software baseline management, audit preparation, and security remediation coordination.
- Ability to interpret technical diagrams, version tracking documentation, and database change records.
- Strong communication and documentation skills to collaborate across technical and non-technical stakeholders.
Education/Experience Requirements:
- Bachelor's or Associate's degree in Computer Science, Math, Information Technology, Engineering, or related field. Five (5) years of directly relevant experience may substitute for two (2) years of formal education.
- Minimum of five (5) years of experience using version control and/or defect control tools. in providing support in a related field.
- Minimum of two (2) years of experience in an Agile DevSecOps software and engineering environment and Methodologies.
- Minimum of two (2) years of experience with Kubernetes, Jira, Confluence, and Bitbucket.
- Demonstrated experience working in support of federal government enterprise applications preferred.
Clearance:
- U.S. citizenship required
- Must have or be eligible to obtain a Position of Public Trust or DoD Secret Clearance.
Certification Requirement:
- CompTIA Security+
- Additional certifications (Network+, AWS Certified Cloud Practitioner, Microsoft Azure Fundamentals, ITIL Foundation, TOGAF or other architecture frameworks) are a plus.
Work Location:
- Elizabeth City, NC - Hybrid
- North Carolina Region - Must be able to go on-site at least three days a week
