Overview

TRC Advanced Energy (TRC), a nationally known consultancy, is seeking a Senior Operations Manager to oversee program operations and serve as the deputy program manager for a large-scale low income, multifamily energy efficiency and decarbonization program in California. TRC seeks an innovative leader with proven success managing projects and/or operations with excellent communication skills and business acumen.

The Senior Operations Manager will be responsible for overseeing day-to-day program operations, ensuring compliance with program policies and driving efficiency and performance. These functions include but are not limited to: forecasting and achieving aggressive program goals and addressing challenges along the way; adhering to budgets and schedules; managing reporting and invoicing, identifying and implementing program policy and procedure improvements; managing the program's online customer relationship management (CRM) database; responding to client data requests, overseeing resource planning; and leading deliverable development. This position will engage with clients, partners, vendors, property owners, commercial developers/builders, and other stakeholders. The ideal candidate will also display a passion for sustainable energy solutions and bridging gaps between low-income customers/disadvantaged communities and utility programs.

The Senior Operations Manager is a member of the program management team and will report to the Program Manager. The ideal candidate will be assertive, personable, and a self-starter, with the ability to manage multiple tasks and supervise 2-4 staff. This position requires the ability to communicate effectively and coordinate with internal team members, subcontractors, and customers. Previous experience with utility or decarbonization programs, building performance principles, renewable/energy efficiency technologies, Title 24, benchmarking, or construction management is highly desirable but also willing to consider other industries if there is a strong operations or project management background.

Responsibilities

Responsibilities include but are not limited to the following:

  • Managing internal operations team, including approximately three team members, that facilitate the implementation of a large-scale, utility energy efficiency program and delivery of incentive funding to customers in California (incentive budget over $30M).
  • Manage program goals, KPIs, budgets, timelines, and internal staff resource planning.
  • Overseeing program leads and staff responsible for program intake, site audits, benchmarking, customer technical assistance, bid review/scope of work development, pipeline management, and outreach & marketing tasks.
  • Support client and implementation partner relationship and lead facilitation and agenda setting for regular client/implementer partner meetings.
  • Identify process improvement to enhance program efficiency and implement solutions accordingly.
  • Conduct internal and external presentations, including to TRC leadership, clients, customers and other stakeholders.
  • Oversee and improve: database/CRM management, movement of projects through the program workflow (i.e., pipeline management), standard operating procedures (SOPs), invoicing and reporting, in addition to tools and resources used by staff to deliver comprehensive program services and support contract compliance.
  • Play a key role in supporting project close-outs and distribution of large-scale payments (e.g., $100,000+) for multifamily properties owners and contractors.
  • Collaborate with marketing, outreach, and technical teams to enhance cross-team coordination and strategy implementation.
  • Coordinate regularly with project teams, manage customer meetings, and build and maintain relationships with owners, consultants, contractors and other stakeholders.
  • Maintain a strong proficiency in program requirements for consulting with prospective customers regarding program participation.
  • Educate staff on program changes, pipeline status, and other critical information.
  • Provide professional customer support on a range of items including program requirements, technical assistance, problem-solving, and timely project status updates.
  • Maintain data accuracy and quality standards across program deliverables.
  • Draft and deliver professional reports to client and program management team.

QUALIFICATIONS:

  • Education and Experience
  • Bachelor's degree and at least 3-5 years of relevant experience. Master's degree or relevant professional certification is a plus but not required.
  • Experience managing large-scale programs, budgets, and teams.
  • Previous staff management experience is a plus.
  • Leadership and Communication:
  • Self-driven, assertive and a collaborative team player with critical thinking and problem-solving skills.
  • Strong verbal and written communication skills.
  • Proven ability to build and maintain relationships with clients, partners, customers and internal staff.
  • Ability to work independently and collaboratively with a team and customers.
  • Ability to coordinate, schedule and conduct team meetings professionally.
  • Project Operations and Management
  • Ability to manage multiple projects simultaneously, ensuring attention to detail and quality.
  • Strong time management and organizational skills to monitor project progress and program progress to goal effectively.
  • Experience in program intake, pipeline management, and customer relationship management (CRM) databases.
  • Technical Knowledge
  • Experience in energy efficiency, building performance, construction management and renewable energy is highly desirable.
  • Familiarity with Title 24, benchmarking, and decarbonization policies is a plus.
  • Background in affordable housing, low-income, disadvantaged community programs, electrical vehicle (EV) charging, or demand response deployment is a plus.
  • Proficiency in MS Office (Excel, Outlook, Word, PowerPoint) and ability to conduct computer-based research.
  • Additional Requirements:
  • Eligible to work in the United States.
  • Ability to travel within California as needed.
  • Position is based in one of TRC's California Offices (Irvine, Los Angeles, San Diego, San Francisco, Oakland, or Rancho Cordova/Sacramento). Staff are encouraged to collaborate in-office when appropriate.

Compensation: In accordance with local law, the below salary range is applicable for the job and location associated with this requisition. Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.

Other Compensation: Employee may be eligible for participation in the Company's annual Discretionary Bonus Program which is contingent on Company, Business Segment, and Individual performance against Key Performance Indicators which vary by year and employee.
