Overview

This position reports to the Regional Manager, Testing and Commissioning Services and is an entry level role where the individual will work in the Testing and Commissioning Services department under the supervision of more experienced staff. The objective for this individual is to learn and develop into a significant contributor to the Testing and Commissioning Services organization. This is a substantive role in field engineering related to assigned field services projects under the supervision of the incumbent's immediate supervisor or other designated experienced field services staff

  • Recognize, understand and utilize the latest industry testing and commissioning standards and guidelines such as IEEE and NETA

  • Promote efficient flow of information and ensure complete and accurate record keeping
  • Interface with Regional Managers and Project Managers to: support potential projects with preparation of proposals, estimates, and schedules; support booked project budgets, schedules and deliverables; provide support to identify "Estimates to Complete"; provide support to identify "Requests for Information"; provide support for development of change orders and backup documentation
  • Adhere to, understand, utilize and recognize the importance of TRC's Testing and Commissioning Manual, policies, procedures including but not limited to: onsite and offsite duties, planning, reporting, testing and commissioning workflow, technical guidelines, QA/QC procedures, test documentation, drawing and document management, project closeout
  • Adhere to, understand and utilize TRC's Testing and Commissioning standard documentation policies including but not limited to: Testing and Commissioning Services home folder, project specific ProjectWise filing procedures, onsite documentation record keeping and procedures, TRC's documentation management system (ProjectWise), standard documentation (templates, planning, reporting, data sheets, test certification sheets, isolation plans, QA/QC forms, project closeout)
  • Adhere to, understand and utilize TRC's Health and Safety Management System, which includes but is not limited to: Health and Safety Plans, Job Hazard Analysis, APPA Safety Manual, Daily Pre-Job Safety Tailboards, Near Miss Reporting, Incident Reporting, OSHA requirements, and all required Safety Training
  • Adhere to and understand project requirements including but not limited to: scopes of work, budgets, schedules, specific client requirements, project deliverables, and project closeout
  • Adhere to and understand the performance and utilization goals as assigned by the Management and Human Resources team and TRC's performance management system
  • Be familiar with the Company's drawing system, ANSI Standards, National Electric Safety Code, and the Company's design and construction standards
  • Meet the expectations set by TRC for job position as defined in job description and TRC Testing and Commissioning Manual
  • Provide timely responses to the Management Team when asked to provide information, perform tasks, or other duties as assigned
  • Serve on industry committees and association groups as appropriate
  • Must be available for out-of-town travel of up to several weeks at a time
  • Must be available work flexible hours, weekends, overtime holidays and night work
  • Must have excellent verbal and written skills and be able to communicate and negotiate effectively with clients, agencies, and the general public
  • Must have good PC skills and experience with Adobe and Microsoft programs
  • U.S. citizenship or U.S. permanent resident status required
  • Valid driver's license issued by state of residence and in good standing is required

Qualifications

  • To perform this job successfully, an individual must be able to perform each essential duty satisfactorily
  • In addition to all duties and responsibilities as defined in this document and TRC's policies, the employee will perform all duties as assigned
  • Intermediate understanding of electricity
  • Basic knowledge of (or the ability to learn) electrical protection systems, including relay communications. Basic understanding of (or the ability to learn) AC and DC schematics, wiring and drawings, one line and three line interconnection diagrams. Understand design intent of all protection and control (P&C) circuits.
  • Basic testing knowledge of (or the ability to learn) medium and high voltage substation and power plant equipment. Perform basic apparatus testing and interpret test results with supervision. Basic knowledge of and ability to learn test equipment specific software to accurately conduct and document test activities.
  • Basic testing and commissioning knowledge of (or the ability to learn) substation utility protection and control circuits. Perform commissioning activities and interpret results with supervision. Basic knowledge of and ability to learn commissioning methods to accurately conduct and document commissioning activities.
  • Perform basic troubleshooting and problem analysis (or the ability to learn) associated with protection and control systems and utility substation equipment, including but not limited to: Application Errors and Omissions, Drawing Errors and Omissions, Wiring Errors and Omissions, Settings Errors and Omissions, Equipment Malfunctions, Questionable Apparatus Test Results, Battery Ground Faults, etc
  • Plan, coordinate, perform and document the commissioning of various utility substation protection, control and power circuits in accordance with TRC's and Client's requirements, budgets, schedule, and other project specific requirements and planning documents to ensure the intended operation and safety of equipment and personnel are met.
  • Participate in project meetings including but not limited to: kickoff meetings, planning meetings, progress meetings, lessons learned meetings.
  • Assist in developing project specific testing and commissioning plans, energization plans, or any other assigned project specific documentation
  • Identify risks and associated mitigation techniques on utility systems and equipment. Develop a Site Risk Assessment to document all high risk construction and commissioning activities and to formalize the processes of circuit isolation and restoration in a manner that ensures no unintended operations of station equipment and protection systems and personnel safety.
  • Prepare detailed daily, weekly, and project completion reports and documentation that includes project progress, issues or problems, recommendations, test results and analyses
  • Ensure proper project drawing management and general housekeeping is kept onsite at all times. Ensure Working/Field Copy of project drawings updated continuously throughout the project to ensure they accurately reflect the as-left condition of the project at the end of each day.
  • Make certain all applicable tests and/or commissioning activities are performed on every piece of equipment or system in accordance with planning and project documents. Make certain all test results are acceptable and permanently recorded, filed and distributed properly. Develop detailed test reports of various types of electrical equipment. Review and approve detailed test reports of various types of electrical equipment.
  • Ability to assist Test Technician or Senior Test Technician with apparatus testing
  • Assist other engineers and technicians, as required, during commissioning and startup of systems and equipment
  • Conduct TRC's formal walkdown procedure prior to energizing any equipment
  • Control Circuit Testing - Wire Checks/Point-to-point Verification, Functional Testing and Troubleshooting, Circuit Isolation and Restoration (Trip DC, Close DC, AC Heat and Power, Transformer Control, Alarms, SCADA, Relay I/O)
  • CT/PT Circuit Testing - Wire Checks/Point-to-point Verification, Functional Testing and Troubleshooting, Burden, Circuit Isolation, Ratio, Polarity, Single Point Grounding, Current Injection
  • In-Service Checks - Energization Planning, Primary and Secondary Phasing, Voltage/Current Magnitudes, Power Flow, Metering, Vector Diagrams
  • Microprocessor Relays - Familiarity with Software, Settings and Logic Application and Testing (SEL, GE, ABB, ZIV, Alstom, Beckwith, NXTPhase, etc). Perform isolation, setpoint testing, advanced logic testing, scheme testing (reclosing, breaker failure, pilot scheme, end-to-end satellite)
  • Electromechanical and Solid State Relays - Familiarity with Application and Testing Techniques, Literature (GE, ABB, Westinghouse, Basler, etc). Perform isolation, setpoint testing
  • Examples of Equipment to be tested - SF6/Oil/Vacuum Breakers, Circuit Switchers, Power Transformers, Capacitor Banks, Bus, CTs, PTs, CCVTs, Wave Traps, Disconnect Switches, Surge Arrestors, Regulators, Reclosers, Cables, DC Battery Banks, Grounding, Generators, Station Service Transformers, AC/DC Panels
  • Examples of tests to be performed - SF6 Gas, Oil Sampling, Vacuum Bottle Integrity, Core-Ground Test, Insulation Resistance, Winding Resistance, Nitrogen System, Power Factor, Excitation, Sweep Frequency Response Analysis, Turns Ratio, Polarity, Dielectric Withstand, Motion Analysis, Operating Mechanism Inspection, Contact Resistance, Capacitance, Inductance, Impedance, Disconnect Jaw and Blade Alignment, Battery Strap and Cell Resistance/Specific Gravity/Load Tests

Compensation: In accordance with local law, the below salary range is applicable for the job and location associated with this requisition. Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.

Other Compensation: Employee may be eligible for participation in the Company's annual Discretionary Bonus Program which is contingent on Company, Business Segment, and Individual performance against Key Performance Indicators which vary by year and employee.
