Optum State Government Solutions implements and operates a range of business services supporting State Governments. Client engagements include multiple Optum services that are internally provided by different teams and delivered in a matrix environment. The Business Analyst Deliverable role is designed to ensure timely completion and successful delivery of all project deliverables in alignment with the overall solution and schedule, using the Implementation team and Optum State Government resources.

Optum is currently seeking a Senior Business Analyst to support our State of Connecticut Medicaid Data and Analytics project within our State Government Solutions Data and Analytics practice. The ideal candidate has extensive experience as a delivery professional managing relationships with State or Federal government executives in both implementation and on-going operations phases of large government health services contracts. This candidate will be an established leader with operational credibility and experience in managing a project's deliverable schedule, designing and creating reports and dashboards, and working with project teams to complete deliverables to support service operations and Medicaid Management Information Systems (MMIS) or Enterprise Data Warehousing (EDW).

Primary Responsibilities:



  • Establish and implement appropriate deliverable structure to complete implementation of program reports and dashboards
  • Planning, writing, and maintaining detailed technical, operational, and process documentation
  • Create design documents including technical requirements, functions, scenarios, use cases, features, and system interactions (dashboards, model solution designs, workflows, etc.)
  • Gathering and analyzing technical and business information from various sources to be included in the documentation
  • Modifying existing documentation to support business and deliverable needs
  • Assist in the JAD process, driving alignment on requirements and functionality
  • Solicit, review, analyze, and create business requirements
  • Developing Business Requirements, upkeeping requirement documentation, and translating requirements into technical specifications
  • Deliver results with efficiency, quality, and customer value; measure and report result to the client and to Optum stakeholders
  • Engage client and Optum stakeholders to manage risks and timely resolution of issues
  • Ensure in scope deliverables are completed on time and per contract requirements
  • Ensure operational services are delivered with quality and within KPI and SLA requirements
  • Prioritize multiple demands and ideas based on available resources and client commitments
  • Support decisions and act quickly and effectively to sustain progress
  • Mentoring/Coaching other project team members on effective writing skills and strategies for consistency
  • Establish and maintain positive relationships with the client's project team
  • Establish and maintain positive relationships with various Optum and UnitedHealthcare delivery teams
  • Navigate and influence multiple cross-functional teams (both clients, Optum and United Healthcare) in a complex work environment
  • Foster and support business development opportunities while engaged with the client

Required Qualifications:



  • 3+ years of demonstrated experience in soliciting, reviewing, analyzing, and writing function and non-functional business requirements
  • 3+ years of experience performing requirements gathering and validation
  • 3+ years of demonstrated experience in the Healthcare industry, operations or implementations, focused on data warehouse, data analysis, or decision support systems
  • 2+ years of experience managing project controls including issues, risks, requirements, scope, schedules
  • Experience with Power BI and/or Tableau dashboards or SQL
  • Experience in using Microsoft Word, PowerPoint, Visio, and Excel
  • Experience maintaining visibility on day-to-day activities with project teams and ensuring sufficient facetime with key executive stakeholders
  • Experience engaging in government RFP responses and SOW activities
  • Experience partnering with stakeholders (client and internal) to ensure the proper strategy, plan, alignment, integration, and visibility
  • Experience applying knowledge of technology industry trends and tools
  • Experience applying understanding of applicable regulations (e.g., HIPAA, SOX) and UHG policies/standards (e.g., RSA, security)
  • Understanding of Federal/CMS/State regulations, requirements, and processes
  • Proven ability to understand and analyze data within Power BI and/or Tableau dashboards, data lineage, and integrations with backend databases
  • Proven excellence in proofreading, grammar, and writing
  • Willingness and ability to meet with state client and conduct requirements sessions in Eastern Standard Time (EST)
  • Ability to travel to Hartford, CT during implementation as required by client


Preferred Qualifications:



  • Experience serving as a consultant to government clients
  • Proven ability to balance strategic thinking with the urgency to drive work forward
  • Proven ability to manage self in addition to managing others work tasks and priorities
  • Proven to be highly skilled in communications (both verbal and written), negotiation, and conflict management

The salary range for this role is $89,800 to $176,700 annually based on full-time employment. Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable. In addition to your salary, UnitedHealth Group offers benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements).
