Essential Duties & Responsibilities:



  • Provides direction, support, guidance, and training to less experienced measurement analysts.
  • Work closely with and provide input to the SCADA support team, communications technicians, measurement technicians, and external customers to resolve data issues.
  • Point of contact for both internal and external customers to obtain appropriate data in order to perform audits and/or resolve discrepancies.
  • Responsible for understanding the Electronic Flow Measurement with gas/liquid flow characteristics related to various types of metering equipment and customer activity.
  • Ensure all industry compliance requirements are met and/or exceeded, as well as, the integrity of the measurement processes are maintained.
  • Design, develop, and run intermediate level reports for gas/liquids measurement quantity and quality information.
  • Responsible for the testing and evaluation of system changes and application software updates. This could also include working with upstream and downstream customers to verify that all data interfaces are tested and data accuracy verified.
  • Assist field technicians with issues related to uploading and downloading of measurement volumetric and TESTit, PYCit, and PROVEit data files, where applicable.
  • Assist analyst and field technicians with TESTit, PYCit, and PROVEit application, where applicable, and the processing of TESTit data.
  • Working directly with customers and other departments to resolve measurement related issues. This sometimes involves negotiating with the parties to ensure consensus of the outcome is achieved.
  • Accessing SCADA systems to review, troubleshoot and or trend abnormal or unexplained events, which impact Measurement Data results.
  • Provides training and guidance to analyst on the proper setup of new meters in the measurement system, based upon contractual terms and SCADA configuration reports.
  • Ensures the proper setup and accuracy of pipeline balances in the measurement systems.
  • Using knowledge of liquids and or natural gas properties, where applicable, and historical data, evaluates and edits as necessary incoming chromatograph data to ensure that it is properly loaded into the measurement application.
  • Works closely with outside laboratories to ensure analysis data files load correct into the measurement application. Works with the field on resolving sample issues and works with customers on sample related issues.
  • Using knowledge of liquids, evaluates contested Lab Analysis results where Energy Transfer or counterparty has requested referee sample(s) to be analyzed for verification of, or correction of, initial results.
  • Generate, analyze, provide feedback, and ensure distribution of various reports needed to evaluate and ensure the accuracy of measurement data.
  • Works closely with "third party" companies to assure measurement data files load into the measurement system and that the data loaded correct.
  • Assist supervisor/manager with compiling data for customer and SOX audits.
  • Setup, maintain and test new releases of TESTit, PYCit, and PROVEit server database, where applicable.
  • Troubleshoots and resolves data exchange issues when transferring TESTit, PYCit, and PROVEit data.
  • Works closely with customers and internal company departments to resolve measurement related issues.
  • Works closely with the company legal department to resolve measurement related litigation issues.
  • Working directly with the internal contracts department, configures and maintains report distributions to customers.
  • Maintain customer relations with third party customers.


Required education or minimum level:



  • High school diploma or equivalent.


Experience:



  • 6+ years of relevant work experience
  • Experience in applicable position with responsibility for the analytical review of liquid measurement data, as applicable.
  • 3+ years working FLOWCAL experience reviewing and editing data.
  • Exceptional communication, organizational, presentation, and computer skills required.
  • Ability to multitask in a fast-paced environment with multiple concurrent assignments and deadlines.
  • Knowledge of MS SQL database, Oracle database, MS Reporting Services.
  • Demonstrate strong and effective analytical and organization skills.



Software Knowledge:



  • Advanced proficiency with MS Excel (database lookups, multi-scale graphs, pivot tables)
  • Mastery of FLOWCAL at a level consistent with supporting and training new users.
  • Mastery of FLOWCAL TESTit, PYCit, and PROVEit server and laptop applications, where applicable.
  • Proficiency with flow computer software (WinCCU, RocLink OMNI, ACCULOAD, SPIRIT, DYNAMIC and others) for converting files and validating data.
  • Office level proficiency with MS Outlook
