Job Description
Torch Technologies is seeking a Systems Design Engineer to join the Air Battle Management System (ABMS) team supporting the 96 Cyberspace Test Group (96 CTG) at Eglin AFB, FL, responsible for management oversight and technical guidance of the installation/configuration of advanced C4ISR systems to support capabilities testing, verifying systems integration across multiple domains. The 96 CTG is responsible for the Developmental Test & Evaluation (DT&E) for Department of Defense (DoD) C4ISR, Cyber, and Electronic Warfare (EW) programs from development through sustainment. This position requires a highly motivated individual who will perform the essential duties below:
Provide Digital Infrastructure (DI) systems engineering support as a technical advisor on Advanced Battle Management System (ABMS) program. Oversee all aspects of the ABMS Digital Infrastructure to include but not limited to: Data Management, Connectivity, and Secure Processing. Digital Infrastructure will facilitate Sensing, Sense Making, and Acting within the Joint All-Domain Context
Apply knowledge and perform system engineering technology in overseeing the implementation and delivery of Applications, Sensor Integration, and Effects Integration into a digital network providing portability across Operational and Tactical levels, and the Common BMC2 Interface.
Collaborate in an Agile, self-organizing cross-functional environment, conduct analyses at all levels of system products to include concept, design, integration and test, installation, operation, and maintenance.
Provide assistance with configuration of interfaces and data exchanges for complex C4ISR systems.
Interact with System Program Offices, other military services, and development contractors
Assist in the development of system requirements, performance measures, test phase entry/exit criteria, analysis of design constraints, functional capabilities, and metrics.
Conduct data analysis and apply knowledge of system engineering technology under the direction of engineering staff. These tasks include test and evaluation, test support, logistics, sustainment, operations analyses, technical studies, and various analyses and support activities including program/system security.
Support Developmental Test and Evaluation (DT&E), Operational Test (OT), Force Development Evaluation (FDE), Risk Reduction Testing (RRT) and certification for test readiness. Identify deficiencies, verify compliance with specifications and standards, and assess the stability of various system configurations.
Prepare, execute, review, and analyze test plans, procedures, metrics, and reports throughout the software development life cycle. Develop and write methods of tests, Concept of Operations (CONOPS), test cases, test objectives/procedures, test directives, technical or letter reports, analysis and review of requirements, and other test process documents as required in the conduct of testing.
Job Requirements
Bachelor's Degree in a technical field and at minimum of 2 years of technical experience is required. Six years of technical experience may be substituted for a technical BS Degree or four years of applicable technical experience and an applicable associate's degree.
DoD 8140 Foundational Qualifications (based on work role) within 6 months of employment in accordance with DoD Manual (DoDM) 8140.03, "Cyberspace Workforce Qualification and Management Program" directives and supplementing AF regulations; AFMAN 33-285 based on position responsibilities.
Working knowledge of systems engineering principles and processes.
Experience in at least one of these skill areas: system software & scripting development, software programming, system analysis & design, software design & development, software integration.
Understanding of interfaces and working with Interface Control Documents (ICD).
Solid understanding of software test and evaluation techniques and standards.
Experience and technical understanding in multiple disciplines with the ability to look at problems and requests holistically and factor them against requirements.
Must be able to effectively communicate orally and possess technical writing skills.
Demonstrated ability to work effectively on a team and lead/direct the work of others.
Proficiency in the use and integration of MS Office applications.

Preferred Qualifications:
Familiarity with Agile software development practices.
Experience with monitoring systems.
Experience with automation software (e.g., Puppet, cfengine, Chef).
Experience with Model-Based Systems Engineering languages (SysML/UML) and concepts.
Understanding of development test and evaluation processes, specifically the DoD Acquisition Lifecycle for program development and detailed knowledge of Air Force C2 test methodologies including AFI 99-103.
Knowledgeable with the system development lifecycle, architecture, configuration, and security methods.
Understating of Application Programming Interfaces (APIs) and working with system-of-systems environments.
Knowledge of IT systems analyses and application software concepts, functions, techniques, and capabilities sufficient to evaluate emerging technologies in a development environment.
