Selects external vendors to engage in District projects and directs, administers, and oversees the work of external consultants and contractors. Essential Functions 25% * Manages projects of varying size and complexity, typically larger and/or highly complex projects, including politically sensitive projects and serves as designated subject matter expert for area of assignment; manages cross-functional project teams Facilitates the development of project scope with stakeholders; identifies and facilitates the development of project objectives, milestones, schedule, and overall plan. 25% * Monitors, tracks, and reports on project deliverables, quality standards, and performance measures; ensures final quality assurance and the integrity of deliverables. Creates and maintains comprehensive project documentation and provides project status updates; gathers data and performs complex data analyses; develops reports or summaries of findings; makes recommendations; reviews the reports of others for accuracy and completeness. Ensures projects are accomplished in accordance with established specifications and funding requirements. 20% * Establishes and maintains working relationships with vendors, contractors, and other project stakeholders. Identifies and addresses project issues and risk scenarios; provides recommended solutions. Identifies funding and/or grant opportunities and assists with the development of corresponding proposals and applications. Develops and delivers communications, training materials, and/or presentations. Research industry standards, trends, best practices, emerging technologies, and applicable laws, policies, rules, and regulations. Participates in strategic planning and decision-making. Responds to and resolves escalated issues and stakeholder and customer/user concerns. 20% * Manages budgets, grants, and/or procurement activities; develops and monitors project budgets and related expenditures, and approves expenditures. Composes, reviews, and finalizes original comprehensive and complex reports and documents. Develops and proposes changes to policies, procedures, and standards. Develops and delivers communications, training materials, and/or presentations. Plans, organizes, and assigns the work of others; plans, organizes, assigns, supervises, review's and evaluates the work of staff if assigned supervision. 10% * Performs other duties as assigned. Minimum Qualifications Bachelor's degree from a regionally accredited institution in engineering, architecture, construction management, project management, facilities planning or management, analytics, mathematics, business, public administration, or related field, or in any field directly applicable to the intended area of assignment, and four (4) years of relevant work experience. OR An equivalent combination of education and directly related full-time work experience as described above, sufficient to successfully perform the essential duties of the job, such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered. Desired Qualifications A. Experience managing large-scale complex Capital construction and renovation projects, project communications, and facilitating project meetings. B. Experience developing and maintaining project budgets, coordinating with stakeholders and vendors. C. Experience working with public procurement. D. Experience working with and leading cross-functional teams. E. Experience developing and maintaining Excel spreadsheets Special Working Conditions Work is performed in both the field and in an indoor office environment with frequent exposure to hazardous physical conditions (such as mechanical parts, electrical currents, vibration, etc); frequent exposure to atmospheric conditions (such as fumes, odors, dusts, gases, poor ventilation, etc); moderate exposure to hazardous materials (such as chemicals); and moderate exposure to extreme temperatures, inadequate lighting, movement restrictions, intense noise or travel.
