General Purpose: Under general supervision of the Compliance and Risk Manager (CRM), the Procurement Analyst will provide assistance and guidance on all corporate compliance matters. The Procurement Analyst collaborates with project leads, managers, directors, and field staff on procurement related issues. Procurement Analyst is responsible for identifying and assessing compliance risk areas; communicating the importance of the compliance program to staff; aiding in preparing and distributing the written code of conduct, setting forth the ethical principles and policies; developing and implementing education programs; implementing a retaliation-free internal reporting process. Job Duties and Responsibilities:
- Assists CRM to review RCAC compliance policies and procedures to ensure adherence to applicable laws, regulations, and industry standards.
- Aids in resolving contract related questions, insurance applications and questions asked by the compliance program.
- Reviews and analyzes procurement requests to ensure compliance with internal policies and external funder requirements (including federal, state, and private donors).
- Assists CRM to ensure compliance with contract policies, procedures, and standard operating practices to provide successful proposals, contract execution and document retention guidelines.
- Contributes to process improvement initiatives that increase efficiency, compliance, and cost-effectiveness in grant-related procurement.
- Ensures effective implementation of new and recurring contracts through communication and coordination with RCAC Contract Managers
- Collaborates with RCAC departments including Staff Operations, Communications, Loan Fund, Housing, Events and Facilities and Community/Environmental Services to establish risk mitigation strategies and monitor the effectiveness of controls.
- Coordinates contract development based on internal requests for procurement and subaward reviews conducted by external regulatory agencies or auditors.
- Assists Accounts Payable team in processing news vendor check process and reviewing vendor files annually.
- Reviews all RCAC corporate, subgrant and vendor contracts to contain language that is RCAC policies compliant and include required insurance clauses, disclosures, and exclusions.
- Assists with the development or revision of departmental policies and procedures, including associated training and implementation activities.
- Performs other tasks as needed.

Minimum Qualifications and Necessary Requirements:
- EQUIVALENT combination of education and experience can meet minimum qualifications.
- EXPERIENCE: Three years of applicable experience in contract analysis, budget analysis, compliance, risk management or a similar role, preferably in the nonprofit, financial services sector or within a Community Development Financial Institution (CDFI).
- LICENSE/CERTIFICATION: Valid driver's license and proof of insurance that meets the minimum requirements ($100,000/$300,000) of RCAC corporate liability policy.
- Must pass a criminal background investigation prior to employment.
Knowledge, Skills, and Abilities:
- Ability to gather data, compile information, prepare reports and prioritize tasks in a demanding environment.
- Knowledge of Office of Budget and Management (OMB) and Federal Acquisition Regulations (FAR) guidelines and regulatory requirements.
- Strong understanding of procurement regulations for federally funded grants (e.g., 2 CFR 200 Uniform Guidance)
- Effective communication and interpersonal skills, with the ability to collaborate with cross-functional teams.
- Excellent analytical, problem-solving and decision-making skills.
- Detail-oriented with a strong commitment to accuracy and integrity.
- Able to maintain confidentiality and meet strict timelines and frequent time sensitive priority requests.
- Knowledge of federal, state, tribal and local government agency programs, and regulations

- Ability to organize and prioritize work to meet multiple deadlines. Ability to work collaboratively across departments.
- Strong attention to detail and commitment to compliance and transparency.
- Ability to proofread and edit documents.
- Ability to work with minimum supervision and manage multiple priorities simultaneously.
- Strong knowledge of MS Office including Word, Excel, Power Point, MS Teams.
Preferred Requirements:
- Bachelor's degree in finance, accounting, business administration or related field. Advanced degree or professional certification in compliance, risk management or finance preferred.
- Professional certifications such as Certified Grants Management Specialist
or Internal Audit are a plus. - Experience in non-profit, compliance issues and audit process are preferred.
