PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX. It is part of the Pemex group, a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics, and marketing. The refinery’s rated capacity is 340,000 barrels per day, and it has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. The Pemex site is co-located with other 3rd party chemical facilities, allowing for further integration and optimization of the refinery and its products. As a Staff Project Engineer, you will lead the execution of a portfolio of Capital Projects—typically ranging from $1 million to $40 million each—at the PEMEX Deer Park Refinery, ensuring safe, cost-effective, and timely delivery of systems that address operational needs or opportunities. You will simultaneously be accountable for the full project lifecycle of 6 to 10 active projects, managing scope, cost, schedule, and risk to achieve Best in Class performance per IPA Benchmarking standards. Your leadership will be instrumental in delivering a portfolio valued between $20 million and $60 million, while upholding the highest standards of safety and engineering excellence.

 

To succeed as the Staff Project Engineer, you must have:

  • Bachelor of Science degree in Engineering.
  • 10+ years of Project Engineering experience, ideally within refinery or petrochemical facilities.
  • Proficient in project planning, risk management, engineering design, and construction execution within up to $40M of capital projects.
  • A Professional Engineering (PE) license is preferred; familiarity with HSSE standards and project benchmarking (e.g., IPA) is a plus.
  • Fluent in English; must be able to travel domestically as needed to support project execution and oversight.

 

Your responsibilities will include:

  • Lead complete lifecycle execution of Capital and Expense Projects from front-end development through construction, ensuring safety, cost, and schedule adherence.
  • Manage multiple concurrent projects across diverse manufacturing processes, coordinating priorities, scopes, and stakeholder inputs.
  • Oversee engineering, procurement, and construction activities, ensuring compliance with technical authority approvals and project assurance requirements.
  • Collaborate with cross-functional teams, including operations, process engineering, environmental, and project controls, to develop scopes, estimates, and execution plans.
  • Drive project safety culture by ensuring safety plans, engaging in field observations, and supporting safe mechanical start-ups and project closures.
