Job Title: Human Resources Manager
Location: Hybrid, 3 days/week in Bethesda, MD office
Manhattan Strategy Group (MSG), a management consulting firm, is seeking a dynamic and experienced
Human Resources Manager. MSG provides consulting services across the federal government in the areas of training and technical assistance, research and evaluation, marketing and communications, program management, and information technology and digital services. About the Role:
As a key partner, you will play a critical hands-on role in aligning HR and recruiting practices with business goals, fostering employee engagement, and promoting a high-performance culture. This role requires a seasoned HR generalist with proven experience in business development recruiting , particularly within the complex regulatory environment supporting government contracts.
Key Responsibilities:
Onboarding and Recruitment
- Collaborate with the Recruitment team to support hiring plans and ensure a smooth, compliant hiring process.
- Lead onboarding and employee integration programs (buddy program), ensuring a welcoming and productive start for all new hires.
Compliance & Policy Management
- Lead all compliance efforts to ensure organization is in compliance with federal, state, and local reporting requirements, particularly those applicable to government contractors.
- Maintain and update the employee handbook and HR policies; communicate changes effectively across the organization.
Employee Relations & Performance Management
- Coach managers on employee relation matters, feedback, and performance improvement strategies.
- Oversee performance review cycles, goal alignment, and employee development plans.
HR Operations & Reporting
- Manage HRIS systems and maintain accurate employee records.
- Prepare HR metrics and trend reports to inform broader people strategies.
Compensation & Benefits Administration
- Manage benefits programs (medical, dental, vision, 401(k), disability, life, etc.), provide timely response to employee questions, and escalate issues with vendors.
- Lead annual Benefits Open Enrollment.
- Support compensation planning and merit pay strategies in collaboration with HR and Program leadership.
HR Leadership
- Partner with HR and Program leadership to implement people strategies that support business growth and employee engagement.
- Drive employee communications, recognition programs, and culture-building initiatives aligned with our core values.
Training & Development
- Support and facilitate training programs and support leadership in developing team capabilities.
- Identify opportunities for continuous learning and professional development.
Risk & Claims Management
- Manage leaves of absence (FML, ADA, and STD/LTD), workers' compensation, unemployment claims, and other regulatory requirements.
Qualifications:
- Bachelor's degree in human resources, business administration, or related field or equivalent work experience.
- SHRM-CP, SHRM-SCP, PHR, or SPHR certification preferred.
- 8+ years of HR experience across key functions: onboarding, compliance, employee relations, benefits, compensation, recruitment, and training.
- Experience supporting government contractors and multi-state, remote teams.
- Strong knowledge of EEO, VEVRA, 503, NDEP, and HR compliance requirements.
- Skilled in conflict resolution, coaching, and performance management.
- Excellent communication, organizational, and problem-solving skills.
- Ability to maintain confidentiality and foster trust across teams.
- Proficient in Microsoft Office Suite, SharePoint, and experience with HRIS (Paylocity), LMS, and ATS (Jobvite).
