Cape Fox subsidiary Eagle Health, LLC is accepting resumes for a Senior Therapeutics Discovery Branch Project Management Support to support the members at Ft. Detrick, Maryland. This position is contingent upon contract award.

The salary range (or hiring range) for this exempt position has been established at: $105,000-$119,000.

The above salary range represents the company's good faith and reasonable estimate of the range of possible compensation at the time of posting. Responsibilities:

The employee shall support tasks within the Therapeutics Discovery Branch of the Molecular Biology Division and shall be proficient in EXCEL, MS Project, and have demonstrated ability to (a) work independently (b) form and lead teams, (c) multi-task in a high-paced environment, and (d) communicate effectively both verbally and in writing. The employee should have two years of experience working in a science laboratory environment. Additionally, the employee shall have a minimum of one year project management experience, and a degree in project management or a current PMP certification. A T3 investigation is required.

This position requires the ability to work mostly independently with some technical direction. Maintaining visibility on cost, schedule, performance, issues and risks related to research workload of a Branch is required. Knowledge shall be maintained and applied to all established standardized project management and business processes within the Institute. The employee shall also understand and interpret project metrics. Also required is the ability to multi-task, ability to organize time and tasks, demonstrate skills in identifying and mitigating risks, and ability to communicate effectively with scientists, technical staff and leadership at all levels within the Institute. This Branch support position shall consist of approximately 90% project management duties as direct support to PIs, and approximately 10% program management duties consisting of collection and reporting of standardized programmatic metrics.



  • Research Proposal Support. Create, revise and review proposal documents and PI submissions for new projects, verify that PRC documents are complete, and assist with formatting of Spend Plans, Timelines and SOWs. Track Branch submission status and coordinate activities with Directorate PM and BIP.
  • Research Agreement Support. Ensure completeness of agreement packets and that they are routed appropriately. Track agreement expiration dates and ensure that renewals are submitted when required to avoid any lapse in service. Report the status of research projects, ensuring that all reporting is accurate and timely. Track agreement/project milestones, notify/assist BIP with invoicing activities, and ensure that information is accurate and timely. Leverage assistance and expertise from Division PM as needed.
  • FTE Project Coverage. Assist with tracking FTE coverage of Branch personnel directly funded by projects by month. Consolidate and report Branch data for Command Budget Estimate/taskers. Assist with Branch and PI project changes in budgets/execution.
  • Tracking Project Schedule and Performance. Review and report on project tasks within the Branch. Identify issues and risks and discuss progress with PIs and Branch/Division leadership regularly. Inform Division and RPO leadership of significant issues and risks, assist in developing risk mitigation strategies, and assist in developing get well plans for in trouble projects. Assist PIs with project execution, to include administrative tasks and sponsor/partner communications. Participate in the development of Branch/Division and Command level Review & Analysis (R&A).
  • Monthly Budget Execution. Review and track budget execution reports for Branch projects. Assess Spend Plans to ensure projects are being executed according to approved plans. Assist PIs in identifying solutions to issues/risks and report status to Branch/Division leadership regularly.
  • Project Change Requests (CR). Initiate CR as needed to get approval for cost, schedule and/or scope changes. Assist PIs with development of CR documentation. Identify causes and solutions related to cost, schedule and scope changes. Manage CR requests IAW standardized/established rules.
  • Data, document and manuscript support. Provide quality control/quality review support of all project-related documents to enhance quality through standardization. Compile Branch level data as requested to support project/science related taskers (Institute or higher Command requests). Assist with initiation of DURC reviews when necessary. Work with PIs to initiate manuscripts, presentations and abstracts for approval through the Institute clearance process. Monitor due dates of project report deliverables and assist PIs to complete internal reviews prior to sponsor submission.
  • Provide project management support to other Directorates or Divisions as determined and directed by Institute leadership. May also support special efforts within the Institute in cases where project management skills support a collective Institute mission.
  • Project Execution. Communicate and coordinate with Branch Chief, PIs, study staff, and service areas to facilitate project execution. Track and assist with completion/documentation of critical tasks, deliverables, milestones, agreements, and purchases required to execute projects. Conduct required product/service research, documentation, and obtain approvals required to procure equipment, supplies, and service contracts.
  • Participate in weekly meeting with Branch leadership and funding agency to facilitate PM discussion and provide updates and progress execution. Participate in Scientific Progress report meeting with researchers to track project progress and adjust timeline and spending plans.
  • TASK: Assist in the preparation of technical reports, new proposals, and manuscripts as requested. Required to travel and participate with the government at scientific conferences or meetings with funding agencies to assist in the identification of funding opportunities. The Employee shall identify, record, and report potential opportunities to the TPOC for consideration and evaluation.
  • On average the employee shall be expected to directly manage approximately 20-30 projects with at total annual portfolio budget of $5-10M.
