Compliance Manager - Remote

IEM is looking to bring on a Full Time- Compliance Manager who will be responsible for ensuring the compliance of federally funded programs in meeting all deliverables, including monitoring of subrecipients. The Compliance Manager will develop strategies and monitor all processes across the full grant life cycle from application intake, scoring, and award, through award disbursements and project monitoring, including subrecipient monitoring, and closeout. The Manager will also supervise various team activities such as quality control (QC), appeals, document management, closeout, and monitoring.

Primary Location:



  • Live anywhere that meets remote work requirements in the United States.
  • Work remotely from home or personal office location.


Travel Requirements:



  • This position may require travel to complete work assignments or attend meetings.


Essential Functions:



  • Assure the day-to-day activities and the required tasks of the Compliance Team are being completed on time and in compliance with all program policies and client needs.
  • Oversee training and supervise the Compliance staff, providing high quality support, leadership and guidance.
  • Establish production goals for the Compliance team and track, monitor, and manage daily progress to reach those goals.
  • Assist with the review, evaluation and investigation of reports of potential AFWA, working with the AFWA Coordinator to resolve each compliant.
  • Oversee approved funding agreements to ensure that documentation and reporting requirements are met prior to due dates.
  • Prepare and/or review information and reports for internal and external stakeholders.
  • Create effective QC and monitoring tools to ensure compliance of all grant life cycle processes.
  • Attend stakeholder meetings to include internal and external governance, committee meetings and workgroups as necessary.
  • Provide high-level technical/administrative guidance on work requirements and methods.
  • Conduct (or manage the process for) the evaluations of subrecipient applications in accordance with policy and external local, state, and federal regulations while selecting the best applicant in accordance with requirements.
  • Assure all program activities are audited for compliance with program policies and supervises contract closeout.
  • Ensure adequate records are maintained from program origination through completion.
  • Make recommendations on policies and procedures as needed to ensure the success and compliance of all grant related activities.
  • Conduct and oversee monitoring of subawards, including:

    • Reviewing and updating of subrecipient risk assessments,
    • Conducting external monitoring visits, reviews, and audits,
    • Ensuring monitoring procedures are compliant with federal and other applicable regulations and are consistent with sound business practices,
    • Recommending corrective actions necessary to resolve issues/concerns, and,
    • Providing guidance in interpreting and executing applicable regulations and subrecipient award terms and conditions.




Minimum Qualifications:



  • A bachelor's or master's degree from an accredited college or university in acquisitions, purchasing/supply management, accounting, finance, business or public administration, law or a closely related field.
  • Five (5) years of experience working with federal grants and demonstrated experience ensuring compliance with local, state, and federal rules and regulations.
  • At least five (5) years of experience managing teams of 5 or more people.
  • Demonstrated strong leadership and managerial competencies, including integrity, accountability, communication skills and commitment to teamwork and excellence in responsibilities.
  • An equivalent combination of education, experience, and training that demonstrates the required knowledge, skills, and abilities necessary to effectively perform the duties and functions of this position may be considered.


Preferred Qualifications:



  • Knowledge of federally funded grant programs such as CDBG/CDBG-DR, FEMA HMGP, Treasury ARPA, and CARES Act grants.
  • Knowledge of labor compliance requirements - including Section 3, Davis-Bacon Act, and Certified Payroll.
  • Knowledge of the CFR 200 Uniform Requirements and associated activities for housing program delivery.
