Job Summary

Under the general direction of the Senior Vice Chancellor for External Affairs and in close collaboration with the Executive Vice Chancellor & Provost, college constituencies, system executives, and business and community leaders, the Vice Chancellor for Workforce and Economic Development provides strategic vision, leadership, and technical expertise in workforce planning and economic development. This role oversees the development, implementation, and coordination of policies and programs related to career and technical education, customized training, contract education, industry institutes, advisory groups, and accelerator programs.

The Vice Chancellor secures, administers, and manages competitive grant-funded projects to enhance college-based programming aligned with strategic priorities. Additionally, this role ensures fiscal oversight of workforce grants and leads initiatives in corporate and executive training, economic development activities, and the Arizona Small Business Development Center (SBDC).

Essential Functions

Strategic Leadership and Program Development:
  • Manage, coordinate, and provide leadership for the District workforce and economic development programs and initiatives to ensure the visibility and viability of the programs, improvise processes, maintain established academic and legislative standard, maximize the Career and Technical Education opportunities for students and facilitate workforce and economic development in the many communities serviced by Maricopa County Community College District.
  • Provide overall leadership and direction for the development, implementation, and evaluation of System-wide workforce and economic development operations, programs, and services. Including tactical, strategic, and long-range planning.
  • Support and promote development and innovation that successfully transforms the county into a globally competitive region, enhanced by targeted and sustainable workforce and economic development efforts.
  • Provide leadership and collaboration for the development of new workforce and CTE programs and support innovative delivery methods that respond to a rapidly changing environment.
  • Provide leadership and ensure collaboration with the Executive Vice Chancellor and Provost on district workforce and economic development areas to include: credit education, non-credit education, not-for-credit offerings, continuing education, fee-based training, and small business development.
  • Serve as a member of the Chancellor's Cabinet and on appropriate shared Governance Councils; Attend and participate in, as needed, Governing Board meetings as it relates to workforce and economic development activities.

Data-Driven Decision Making and Grant Acquisition:
  • Oversee operational teams responsible for the comprehensive collection and analysis of internal and external performance and financial data.
  • Utilize data to inform academic program development, grant acquisition, institutional stewardship, and financial sustainability.
  • Provide expert consultation to college presidents, vice presidents, occupational deans, institute directors, and faculty on federal and state grants, labor market data, and industry trends.

Collaboration, Stakeholder, and External Engagement:
  • Seek out, advocate for, and engage in new opportunities and partnerships with various businesses, community organizations, nonprofits, and educational partners to increase visibility for workforce programs and increase student enrollment at colleges.
  • Foster strong collaborative relationships with college leadership, faculty, shared governance councils, and external stakeholders.
  • Provide leadership, support, and service to MCCCD colleges, as well as state and local community and economic development leaders, to advance workforce development initiatives.
  • Serve as the District's liaison officer for workforce and economic development and CTE with municipal, county, state, and federal agencies, business and industry leaders and partners, high schools, other community colleges in the State and universities.
  • Facilitate the development of System-level goals through shared governance and building stakeholder support.
  • Collaborate with colleges and serve as the central point of contact for private or public entities seeking information, resources, and solutions for workforce training, job development, and creation or business expansion.

Budgeting and Operational Planning:
  • Provides leadership for strategic, operational planning, and annual and project budgets.
  • Provides oversight over the administration of budgets for assigned categorical and grant programs and services; monitors and controls expenditures.
  • Identify resource needs and make recommendations, including system-wide administrative operations of specific industry-sector programs.
  • Designs and executes staffing plans to meet requirements through selection, training, coaching, development, evaluation, and supervision of assigned staff.

Program Evaluation and Sustainability:

  • Coordinate with college administrators and faculty to conduct institutional research and evaluate student and program outcomes in workforce and economic development areas.
  • Evaluate and recommend Career and Technical Education programs, standards, policies, and procedures within the parameters of state and federal laws to meet system goals.
  • Conduct rigorous program evaluations to assess scalability, sustainability, and viability.
  • Establish operational infrastructure for the implementation and monitoring of System-funded and grant-funded programs.
  • Promote the effective integration of workforce development functions with instructional services, student affairs, and academic affairs.
  • Research and analyze issues and interpret state and federal regulations and legislation impacting assigned areas of responsibility.


Minimum Qualifications

Training and Experience

Both Non-Academic and Academic minimum qualifications options are posted for job postings.

Minimum Qualifications for Student Affairs or non-academic pathway: Master's Degree from a regionally accredited institution in education or field related to area of assignment and four (4) years of progressively responsible management and/or leadership experience in field of assignment that includes two (2) years of supervisory experience. Examples of student affairs academic support management/leadership experience includes: program management, project management, budget development and management related to programs or projects, staff supervision, policy development, administration, evaluation and compliance. Equivalency allowed for Non-Academic area.

OR

Minimum Qualifications for Academic pathway: Master's Degree in a teaching field related to the area(s) of assignment and four (4) years of experience in an academic leadership and/or supervisory role in higher education, and three (3) years of teaching that includes curriculum/coursework development. Examples of academic leadership/supervisory experience includes: division/department chair, project management, policy development, administration, evaluation and compliance, committee leadership, program director, and shared governance. No equivalency.

Desired Qualifications

A. Experience gathering, interpreting, and presenting Labor Market Information while establishing shared metrics, data governance policies, and decision-making consensus on data application/use. Includes experience speaking to large groups and governing bodies for the purpose of informing System-level change.

B. Experience establishing partnerships and cooperative working relationships with various public/government, higher education, and private sector entities, to include securing supplemental funding sources to support workforce initiatives and education programs.

C. Experience handling day-to-day administrative operations of a large department or division, including oversight of budget preparation and financial management, and staff hires/terminations.

D. Experience with change management, to include managing multiple teams through change resistance and acceptance cycle; includes implementation of communication plans and follow-through on execution of new processes, policies, and procedures.

E. Experience successfully prioritizing and completing projects amid competing funding requests according to established strategic plan objectives, goals, and targets, to include active performance management.

F. Understanding of federal, state and local workforce development programs, laws, and policies and experience working with public and elected officials as a workforce development expert and contributor toward broader local, regional, and state strategies.

G. Experience working in higher education.
