Position Summary

Manages the daily operations of multiple 245D-licensed programs that provide vocational training, life enrichment and community inclusion services for people with a range of disability support needs. Responsible for managing the daily operations of 245D-licensed In Home Support program and directing staff in accordance with Rise's mission and strategic goals. This includes direct supervision of Program Managers in Anoka, Crystal, and Coon Rapids, as well as overseeing the Individualized Home Support service line.

Essential Duties

Key Expectations

Ensure appropriate resources are allocated for employee safety, training and equipment. Maintain relevant knowledge of issues and resolutions. Take reasonable care to ensure your own, co-workers and persons served safety and health. Comply with state motor vehicle laws and regulations. Act as a role model by demonstrating safe work behaviors.

Responsibilities

Leadership and Personnel Management

  • Provide supervision and support to team members to include recognition, guidance and feedback, training, goal setting, performance incenting, and performance reviews.
  • Ensure staff compliance with established policies and procedures and assist with policy interpretation as needed.
  • Conduct performance reviews on time and ensure that all employees have formal professional development goals/plans.
  • Identify training needs and training to ensure that all employees are properly oriented and equipped in their positions.
  • Recruit and hire new managers and supervisors. Work with HR department on recruitment efforts and on-boarding process for all employees.
  • Ensure proper supervision and staffing for all services.
  • Maintain a professional and positive behavioral atmosphere and act as a role model for employees and persons served.

Program Development and Quality Enhancement

  • In coordination with VP, implement and oversee Individualized Home Supports
  • Identify program development goals and implement plans to achieve them. Maintain working knowledge of licensing, regulatory, and quality standards (e.g. CARF, 245D) and ensure compliance and quality within assigned programs and services.
  • Maintain working knowledge of all applicable funding requirements for each program (e.g. TBI/CADI/DD waivers, DEED-VR/EE, County, etc.).
  • In coordination with QA department and supervisor, implement and oversee program evaluation/outcome measurement system for assigned areas. Ensure all required reports (both internal and external) including data management and outcome performance are completed in a timely manner. Write and present reports to reflect program performance outcomes for all programs under direct supervision.
  • Oversee the provision of program services in such a way that quality is improved upon continuously. Identify and implement procedural enhancements and quality improvement measures regularly. Identify and promote best practices in service delivery and performance improvement.
  • Ensure the safety and health of employees and persons served by being proactive in the identification and correction of safety and environmental hazards and ensuring the enforcement of all safety/health related policies and procedures
  • Complete all required annual trainings on time using Rise's online learning management system.

Financial Management

  • Monitor revenue and expenses on a monthly (min) basis. Report significant variances to supervisor and CFO monthly.
  • Ensure the monthly billing process is carried out consistently each month, guaranteeing all billing is finalized before the 90-day deadline.
  • Complete annual budget projections within established timelines.
  • Identify new sources of income, improved efficiencies, and/or other budgetary improvements

Professional Involvement

  • Participate in professional activities (civic and/or trade associations, professional conferences, etc.) and monitor industry trends and activities.
  • Pursue opportunities to present program information and expertise.
  • Work effectively with external stakeholders and industry partners.
  • Serve as a liaison with other appropriate agencies and organizations to promote the interests of Rise, Inc.

Required Education, Experience, and other Qualifications

  • Bachelor's degree with emphasis in vocational rehabilitation, social services, or education, with a minimum of 4 years successful supervisory experience overseeing programs for persons with disabilities. Significant, relevant professional experience may be considered in lieu of the educational requirement.
  • Must meet the qualifications required of MN 245D Statue's Designated Coordinator and Designated Manager roles.
  • Strong written and verbal communication skills - demonstrated ability to communicate effectively with other government representatives, business leaders, and community agency partners is essential.
  • Proven management and supervision experience in human service setting required
  • Organizational and analytical skills
  • Technology skills: Proficient with Microsoft Office software (Outlook, Excel, Word, etc.). Willingness to learn case management software system and become proficient.
  • Compliance with Rule 11 and MVR background check requirements
  • A valid driver's license and a good driving record are required

Preferred Education, Experience, and other Qualifications

  • Experience with MyEvolv (case management system)

Working Conditions and Environment

  • Hours of Work: Hours of work are typically daytime, Monday through Friday.
  • Travel: Must be able to travel to various locations throughout the day, in the Twin Cities area.
  • Work Environment: This job operates in a hybrid/remote setting at Rise. The person in this position will also have to travel and work at different program and community sites if needed.
  • Physical Demands: The team member frequently is required to twist, stoop, bend, reach, pull, push, stand, sit and walk for up to eight hours per day. Frequently required to sit (or equivalent) for up to eight hours per day.
