TITLE

Technology Project Manager

JOB SUMMARY

The Technology Project Manager is responsible for managing highly complex enterprise-level technical projects from conception through final implementation, ensuring that projects are aligned with the university's technology standards and strategies. In this role they will work with technical staff, academic and administrative departments, and third-party vendors/service providers on projects that will affect a large number of university constituents, vary in complexity, and involve assessing and implementing a wide variety of technologies-from software solutions to hardware and infrastructure. As a member of the IT Solutions team, the Technology Project Manager is expected to uphold the division's mission to "empower an agile, digital university and elevate technology as a strategic institutional asset" and contribute positively to a collaborative, human-centered, innovative, accountable, transparent, and inclusive culture within ITS.

ORGANIZATIONAL RELATIONSHIPS

Reports to: Manager, Relationship & Project Management

Supervises: No supervisory responsibilities

ESSENTIAL DUTIES - May include, but not limited to the following:

Project Management (75%)



  • Directs collaborative, cross-functional teams comprised of ITS staff, administrative/academic unit constituents, and/or vendors/service providers.
  • Ensures that appropriate stakeholders are represented and involved in projects.
  • Develops project plans to include deliverables, tasks, resources, and schedules to meet project goals, on time and on budget.
  • Works with appropriate stakeholders to develop and manage project budgets.
  • Reviews team progress on tasks regularly; escalates issues and risks appropriately to resolve problems and reduce project risk.
  • Ensures well-designed and implemented project communication to help maximize the adoption of new technology solutions.
  • Plans for the transition to ongoing customer support and solution maintenance at the close of projects, to include both internal ITS areas and any third-party support.
  • Manages project-related vendor relationships, including negotiating schedules, resources, and ensuring product/service quality.
  • Facilitates the development of Service Level Agreements and support processes between academic/administrative units and ITS.


Relationship Management (15%)



  • Builds and maintains collaborative and consultative relationships with campus partners related to the project portfolio and serves as their primary point of contact for IT coordination of services, communication, and planning during project implementation.
  • Gains an in-depth understanding of partners' processes and requirements.
  • Reports regularly to campus partners and ITS leadership on partner-related IT projects, services, and support; the delivery of services according to service level agreements; and levels of client satisfaction.


ADDITIONAL DUTIES

Participation & Support (10%)



  • Maintains awareness of current practices and future trends in project management processes and best practices.
  • Represents IT Solutions and participates in the campus community by serving on working groups, project teams, and university committees.
  • Performs other duties as requested.


EDUCATION

Bachelor's degree required. Additional job-related experience may substitute for the required education on a year-for-year basis.

EXPERIENCE

Three years of relevant experience in project management. Additional job-related education may substitute for the required experience on a year-for-year basis.

REQUIREMENT

Regular and reliable attendance at the University during regular scheduled days and work hours is an essential function of this position.

Work is performed under minimal supervision and performance is based on the effective operation of the administrative function. The performance evaluation is conducted through the performance evaluation system and in accordance with the University Policies & Procedures.

All employees share the responsibility of maintaining information security and privacy requirements within the university by adhering to Federal and State regulations, and TWU Policies & Procedures.

KNOWLEDGE, SKILLS, AND ABILITIES - The following are essential:



  • Ability to maintain the security and integrity of the infrastructure.
  • Demonstrated ability to manage complex technology projects.
  • Experience analyzing business processes and defining functional requirements.
  • Strong written and oral communication skills (including ability to present ideas in user-friendly, business-friendly and technical language) and interpersonal skills with a focus on rapport-building, listening and questioning skills.
  • Proven analytical and problem-solving abilities, including ability to anticipate, identify, and solve critical problems.
  • Ability to build effective relationships and strong commitment to working collegially and collaboratively with constituents at all levels in a diverse and distributed environment.
  • Ability to use a personal computer and other office equipment, including related university software and email.


Additional/Desirable Skills & Abilities



  • Project management professional (PMP) and/or IT certifications such as ITIL or Six Sigma.
  • Experience with Agile project management.
  • Ability to handle multiple projects simultaneously, effectively manage time, prioritize tasks, and appropriately escalate issues.
  • Experience working with one or more higher education administrative software solutions, such as Ellucian Colleague, Oracle eBusiness, Salesforce (CRM),, or similar.
  • Experience in a higher education setting.
  • Functional experience in one or more higher education academic or administrative units, such as Academic Affairs, Advancement, Enrollment Management, Finance & Administration, Student Life, etc.
  • Familiarity with Texas Administrative Code (TAC 202).

WORK ENVIRONMENT
