PRINCIPAL BUDGET ANALYST ADMINISTRATION & FINANCE CITY OF WORCESTER The City of Worcester is seeking qualified applicants for the position of Principal Budget Analyst for the Budget Division within the Office of Administration and Finance. Under the direction of the Budget Director, the Principal Budget Analyst will provide financial and operational analysis and reporting to execute key internal control procedures over operating and capital expenditures for the City. The Principal Budget Analyst will ensure compliance with City budgets, policies, and ordinances and prepare, analyze and present the operating and capital budgets through collaboration with City Departmental leaders. The position will provide analytical staff assistance to City Leadership by evaluating and improving services such as budget preparation, fiscal controls, and performing assigned fiscal management and performance studies. - Analyze and evaluate fiscal processes and procedures to develop long-range goals, objectives and programs of improvement.
- Analyze and report on unit fiscal operating practices, such as record keeping systems and forms controls, as well as outcomes.
- Analyze and assist departments in the preparation of budgeting requests and perform related work as required.
- Prepare and administer the annual operating and capital budgets
- o Coordinate the accumulation and organization of information used in the budget document
- o Review departmental and agency operating and capital budget submissions
- o Participate in hearings with department and agency heads to resolve differences
- o Review expenditure and income projections and provides recommendations for final departmental and agency submissions of expenditure projections
- Act as liaison between City administration and various departments on fiscal matters.
- Coordinate with relevant departments, manage City capital, tracking project schedules, authorizations, expenditures, and resource availability.
- Continually review and analyze departmental and agency revenues and expenditures.
- Advise and make recommendations to the Budget Director and Assistant Budget Director - Operations regarding fiscal administrative research and management improvement.
- Present fiscal operations analysis findings versus budget to ensure that City policies and procedures are being followed.
- Prepare financial/budgetary records, reports, documents, statements, analyses and statements.
- Review and present analysis of income/revenue and trust reports to the Budget Director, City Auditor, and Chief Financial Officer.
- Assist in the development and presentation of long-range financial plans for both operations and capital plans.
- Support disclosure requirements related to debt for all Note and Bond Offering Statements.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of budgeting and accounting principles, practices, and procedures.
- Highly proficient with Microsoft Office applications, particularly Excel and database applications; Facile with technology and able to learn new systems.
- Ability to read, interpret and document financial transactions in compliance with City Ordinances, State Statutes, other regulatory laws and accounting principles.
- Ability to become knowledgeable in applicable Federal/State/Local regulations, procurement & municipal budgeting standard operating practices.
- Demonstrated computer proficiency, proficiency with electronic databases and with Microsoft Office Suite, with a minimum of moderate skill level in Excel.

MINIMUM REQUIREMENTS:
- Bachelor's degree in Finance, Accounting, or related field; OR,
o An equivalent combination of education & four (4) years of experience that provides the knowledge, skills, and abilities to perform the required duties of the position will be considered in lieu of the above-mentioned requirements.
- One (1) year of experience in public or private financial analysis and reporting
- Experience with robust, high transaction volume financial systems
- Excellent communication skills
PREFERRED QUALIFICATIONS:
- Master's degree in Finance, Accounting, or related field
- Two (2) years of experience with financial analysis and reporting
- Two (2) years of experience with municipal or public sector accounting
- One (1) year of experience with capital financing and debt structure
- One (1) year of demonstrated knowledge of the principles, methods, and practices of municipal finance and accounting
- One (1) year of experience with government operations as it pertains to financial activities
- Experience with the Workday Platform
