Description

Salary range is $70k to $165k, with a midpoint of $115k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

Under general direction of the Compliance Audit Manager, leads the performance of compliance audits and surveillances related to activities of management system oversight, as well as technical audits of all modes of transportation owned by Sound Transit. Prepares associated and required reports; plans, performs and independently leads audits in accordance with Federal, State, and local requirements for all modes of transportation operated by contractors & agency partners under Intergovernmental Agreements and modes owned by Sound Transit. Also, duties will require employee to assist in development of plans and policies and provide technical subject-matter expertise agency-wide. Furthermore, duties will also include leading management system audits for compliance to Safety, Asset Management, and Environmental standards of excellence.

Scope of duties may also include review of specification and criteria conformance relating to compliance & assurance standards; provides other related audit hazard risk advice and support as needed to include, corrective action reviews; process mapping and analysis, planning, measurement, and continuous improvement.

PRIMARY DUTIES AND RESPONSIBILITIES:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.



  • Leads and performs compliance audits, assessments, and surveillance activities for the Agency; and prepares associated and required audit reports.
  • Lead and perform required agency management system internal compliance audits to standards for Safety (SMS), Environmental (ESMS), and/or Asset Management (AMS).
  • Follow established audit practices for corrective action, continuous improvement, records management and other agency related procedures, processes, and activities.
  • Interfaces with contractors, subcontractors, and agency partners who manage, operate and maintain all modes of transport under Intergovernmental Agreements.
  • Conduct routine audits for bus, commuter rail, light rail vehicles, systems, and facilities according to specification, maintenance manuals, configuration changes & alterations, preventive and reactive maintenance schedules, safety critical components, maintenance recordkeeping, and personnel training for responsible parties operating transit vehicles.
  • Assess and review ST modal operator and maintainer tasks by periodically reviewing and surveying crew and maintainer duty schedules for fatigue hazards.
  • Identify findings where ST is non-compliant with established standards and requirements - recommend, evaluate, approve corrective/preventive actions, and follow-up to ensure timely resolution.
  • Identify opportunities for improvement and manage implementation using basic project management tools.
  • Represent the Compliance Audit function at various stakeholder meetings and workshops.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in Safety Management, Quality, Transportation Planning, Compliance Auditing, Business Administration, or closely related field and five years of railroad, LRV, Paratransit, or Bus experience; OR an equivalent combination of education and experience.

Required Licenses or Certifications:



  • Transportation Safety Institute (TSI) Transit Safety & Security Professional (TSSP) Bus and Rail required or must be able to attain both in 3 years from hire.


Preferred Licenses or Certifications:



  • Certified Quality Auditor (CQA), ISO 9001, 14001, or 45001 Lead Auditor training preferred.


Required Knowledge and Skills:



  • Experience with rail, bus, paratransit, or streetcar operations and maintenance strongly preferred.
  • General knowledge of railroad operations, locomotive engineer qualifications, locomotive operations and maintenance, passenger car operations and maintenance, or track and yard layout.
  • Familiar with transit operations rules, and standard operating procedures.
  • General knowledge of requirements and standards of the Federal Transit Administration (FTA), Federal Railroad Administration (FRA), American Public Transportation Association (APTA), and required railway safety rules as they apply to operations and train handling.
  • Pertinent federal, state, and local laws, codes, and regulations.
  • Principles and practices regarding railroad operations including scheduling, train control, communications, capacity, and signalization.
  • Working knowledge of safe and proper operation of transit vehicles and their basic mechanical features.
  • Working knowledge of dispatching, two-way radio operation, procedures, and phraseology.
  • Working knowledge OSHA requirements for Job Hazard Analysis (JHA) and hazard controls.
  • Exposure to safety critical components and systems for transit (such as Supervisory Control and Data Acquisition (SCADA), Closed Circuit Television (CCTV) or Positive Train Control (PTC).
  • Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
  • Exposure to Asset Management principles, systems, and processes.
  • Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
  • Establishing and maintaining effective working relationships with other division staff, management, vendors, outside agencies, community groups and the public.
  • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
  • Managing and maintaining quality functions such as auditing, Root Cause Analysis (RCA), and Corrective Actions.
  • Applying principles and practices of health and safety, and quality.
  • Working effectively under pressure to meet deadlines and adjust to changing priorities.
  • Applying project management techniques and principles.
  • Ability to interact effectively and communicate across all levels of the organization.
  • Responding to inquiries and in effective oral and written communication.
  • Working cooperatively with other divisions, Agency officials, and outside agencies.


Physical Demands / Work Environment:



  • Work is performed in a hybrid office environment, with some work being required onsite at any Sound Transit facility.
