PURPOSE OF THE ROLE

The Administration Manager plays a critical role in driving the operational and compliance efficiency of the project site by managing all administrative functions and providing key support to both Worley and ExxonMobil project teams. This dual-role position combines traditional administrative oversight with essential responsibilities in health, safety, and environmental (HSE) compliance, human performance advocacy, and workforce development. Reporting to the Site Manager, the Administration Manager ensures the alignment of site operations with Worley's mission to deliver sustainable change, maintain high performance standards, and support a safe and engaged workforce.

KEY RESPONSIBILITIES



  • Lead all administrative operations on-site, ensuring smooth execution of project functions aligned with Worley's sustainability-focused objectives.
  • Provide direct administrative support to ExxonMobil staff while managing the Worley administrative team with a focus on collaboration, professionalism, and efficiency.
  • Maintain full oversight of timekeeping and Craft personnel accounting, ensuring adherence to project labor and financial controls.
  • Ensure project compliance with Worley policies and OSHA standards, supporting a culture of safety and regulatory excellence.
  • Coordinate all site-based human resources functions, including personnel documentation, scheduling, and onboarding processes.
  • Serve as the primary HSE administrative coordinator, tracking permitting requirements and managing field-required paperwork such as STAs, risk assessments, and crane lift plans.
  • Play a central role in OSHA Voluntary Protection Program (VPP) audits, supporting documentation, communication, and readiness efforts.
  • Facilitate employee engagement activities including celebrations, Craft Safety Committee meetings, and Area Captain coordination.
  • Act as a Human Performance Advocate by promoting continuous learning and safety culture through training and engagement initiatives.
  • Conduct comprehensive new hire orientations and specialty training (e.g., Firewatch, Confined Space, Lockout/Tagout) to ensure team readiness.
  • Manage all NCCER module testing and workforce development initiatives, supporting the growth and certification of site personnel.
  • Maintain complete, up-to-date training records, tracking certification expirations and ensuring compliance across the workforce.
  • Record, manage, and file all administrative, safety, and training documentation using data systems and structured workflows.
  • Enter Safety Observation Reports (SORs) into the centralized database and compile actionable SOR insights for HSE leadership and contractor communication.
  • Document and distribute meeting minutes for senior staff, daily briefings, and weekly HSE update meetings to ensure transparency and accountability.
  • Coordinate and send weekly reminders for safety walks, HSE meetings, and contractor updates to maintain team alignment and awareness.
  • Collaborate with HSE trainers and contractors to develop safety flashes, toolbox talks, and educational materials in support of site-wide knowledge sharing.
  • Maintain all competent person logs and associated documentation as part of ongoing safety and qualification assurance.
  • Support Pre-Mobilization activities through plan development, document control, and alignment with senior leadership directives.
  • Organize and maintain trailer facilities, logistics for site visitors, and scheduling of events in alignment with executive team needs.

QUALIFICATIONS / SKILLSET



  • Proven experience in administrative or HSE support roles within construction, energy, or large-scale industrial project environments.
  • Strong understanding of OSHA and HSE compliance standards with practical experience supporting audits, safety documentation, and risk assessments.
  • Demonstrated leadership in coordinating administrative staff, managing complex workflows, and supporting cross-functional teams.
  • Proficiency in software tools including Microsoft Office, Zoom, document control platforms, and workforce databases.
  • Familiarity with field-level safety protocols and documentation requirements such as STAs, lift plans, confined space permits, and competent person logs.
  • Experience facilitating employee training and development, including orientation, safety certifications, and NCCER assessments.
  • High attention to detail with the ability to manage, file, and track large volumes of records, certifications, and compliance documents.
  • Excellent communication skills, with the ability to draft professional correspondence, document meeting outcomes, and engage across all levels of project staff.
  • Strong organizational and event coordination skills, with the ability to support employee engagement, site visits, and community outreach.
