UI Health is seeking two Human Resource Officers to join our Employee Relations team. This role will work under the direct supervision of the Assistant Director of Employee Relations, and be responsible for drafting and processing Human Resource and Employee/Labor Relations transactions for Civil Service employees (Open Range and Service Employee International Union, Local 73 bargaining unit members (SEIU) employees. The Human Resource Officer acts as a navigator and assists in conducting investigations, maintaining records, and preparing reports. This position also serves as a liaison to the University Human Resources and Labor and Employee Relations units, Office for Access and Equity, and external agencies on matters involving employee relations.

Duties & Responsibilities:
  • Compose and/or assists in the composition of correspondence (such as form letters, disciplinary charges, and request involving employee relations matters), which requires a knowledge of established departmental procedures.
  • Assists and prepares pre-disciplinary, reconciliation, and grievance meeting packets and related documents. Attend meetings as assigned.
  • Assist in preparation for unemployment hearings and participate in hearings as assigned.
  • Acts as the hearing officer for UI Health Letter of Warning (LOW) Pre-disciplinary meetings.
  • Assist in facilitating training for managers and Unit HR liaisons who serve as as hearing officers at LOW meetings.
  • Responsible for coordinating meetings, gathering data, managing information requests, coordinating record retention of all Employee Relations activity.
  • Acts as back up to assistant director during contract negotiations and a point of contact for Union Business Representatives and stewards
  • Review and advise on performance management situations to ensure fairness of decision making. Answers inquiries that require knowledge of established University polices & procedures and familiarity with operations and programs within the Hospital. Works to De-escalate and resolve matters as appropriate using empathetic listening and conflict resolution skills
  • Advise and support partner teams on investigations and disciplinary processes along with human resource policies and rules.
  • Identifies and resolves problems or recommends courses of action ensuring that investigations/disciplinary processes are managed in a fair and timely manner consistent with civil service requirements and relevant collective bargaining agreements.
  • Provides input on the development and revision of various documents and procedures; and assists with the development and development of manager development training
  • Reconciles various documents with responsibility for detecting and correcting errors; monitors, analyzes and validates employee relations documents and reports based on established criteria
  • Collaborates with the office of Access and Equity to resolve workplace conflicts resulting in discrimination or title IX violations. for Civil Service, Open Range and SEIU covered employees.
  • Assists managers in responding to charges from outside agencies including the Equal Employment Opportunity Commission (EEOC), Illinois Department of Human Rights (IDHR) and internal legal counsel; collects and organizes various sources of information, and provides factual data as required for the completion of reports for ongoing cases.
  • Performs routine HR and UI Health systems' entries
  • Maintains Employee Relations files; files documents in electronic systems; audit/tracks cases, grievances, and other relevant documents. Prepares data for various reports as needed.
  • Performs other duties as assigned and participates with special projects as assigned

Minimum Qualifications Required:

1. High school diploma or equivalent.

2. Any one or any combination totaling three (3) years (36 months) from the following categories:

A. course work in human resource administration, business administration or a closely related field, as measured by the following conversion table or its proportional equivalent:
  • 30 semester hours equals one (1) year (12 months)
  • Associate's Degree (60 semester hours) equals eighteen months (18 months)
  • 90 semester hours equals two (2) years (24 months)
  • Bachelor's Degree (120 semester hours) equals three (3) years (36 months)

B. progressively more responsible work experience maintaining, monitoring, and/or processing human resource records and reports.
