RESPONSIBILITIES AND DUTIES:
- Serve/role-play as either the Deputy Commander or Commander of a Joint Task Force, Corps, or Division Higher Command (HICOM) when necessary.
- Directly reports to the HST Operations Manager. Leads, supervises, and manages the efforts of six senior WFF subject matter experts. Serves as the HST Command and Control WFF SME.
- Establish a tactical battle-rhythm consisting of key HICOM Meetings, Boards, and Working Groups that drive training unit Mission Command C2 processes. HICOM battle rhythm events will include Battlefield Update Briefings; Commander's Update Briefings; Targeting Meetings; ISR Synchronization Meetings; Sustainment Boards, Protection Boards, etc.
- Prepare and deliver daily Air Tasking Orders (ATO); Operational Summaries (OPSUMS), Intelligence Summaries (INTSUMS); Operations Plans and Orders (OPLANS and OPORDS); Warning and Fragmentary Orders (WARNORDS and FRAGORDS).
- Prepare and issue all Joint Exercise Lifecyle (JELC) Products in analog format, and digitally via the appropriate Mission Command Information System (MCIS) (CPCE, CPOF, DCGS-A, AFATDS, TAIS, AMDWS, JCR, etc.).
- Coordinate, train, and manage augmenter's that are provided by the training unit's State JFHQ or a sister unit within the State.
- Coordinate for MCTSP provided MCIS "white-boxes" to equip the HICOM.
- Role-play notional higher and adjacent units throughout the exercise.
- Prepare, submit input and participate in informal and formal exercise After Action Reviews.
- Attend all planning conferences.
- Develop the overarching "road-to-war" scenario to include higher headquarters TACSOP, PSOP, and Knowledge Management (KM) SOPs; WARNORDS, OPORDS, and FRAGORDS in accordance with established timelines.
- Prepare a Master Scenario Events List (MSEL) for non-simulation supported training objectives requiring manual injects to stimulate.
- Coordinate with Officer Senior Trainer (OST) / Enlisted Senior Trainer (EST) and Simulation Support Teams to ensure accurate, relevant replication of the opposing forces, the training audience, and notional echelons above Brigade (or Division) higher and adjacent units.
- Support pre-exercise staff exercises (STAFFEX) in training Commanders and Staff in Operational Design, Decisive Action operations to include Multi-Domain Operations, the Operations Process, the Military Decision Making Process, Command Post Operations, Role-Duties-Functions of Command Post, and other such topics to meet Commander's training objectives and prepare units to effectively conduct Mission Command, and command and control.
- Prepare all JELC related products to ensure robust replication, and immersion of the training audience within a Multi-Domain Operational Environment and resulting in an exercise that sets the context for doctrinally precise, realistic, demanding, and high-tempo Unified Land Operations.
- Provide input and participate in informal and formal after-action reviews. Archive exercise materials in the Management Interface System (MIS).
- Supervises, manages, and trains assigned team members and ensures mission accomplishment to the highest of standards.
- Conducts other duties/tasks as assigned by the HST Operations Manager.

- Must have a background of at least twenty (20) years of experience in the Army (active Army, Army Reserve or Army National Guard) and a minimum of two (2) years of experience with exercise planning using the JELC process.
- Must have senior Army leadership experience with positions in training management backgrounds and Combat Training Center, 1st Army experience, preferred.
- Individuals who have successfully served on a Division, Corps, JTF staff within the specific WFF they represent, preferred.
- Must have successfully commanded at the Brigade level (Division Commander experience as a General Officer preferred).
- A minimum of one (1) year prior experience in the MCTSP or similar training program preferred.
EDUCATION REQUIREMENTS: MS or MA degree, subject immaterial. Must be a graduate of a military Senior Service College. ADDITIONAL REQUIREMENTS: Must be able to obtain and maintain a security clearance and meet other eligibility requirements for access to classified information.
