  • Location - U.S. Army Reserve's 99th Readiness Division - 99 Soldiers Ln, Richmond VA
  • Reports To: Project Manager


Position Title: Mid-Level Building Inspector

Basic Function: Completes assessments to assigned facilities in support of the 99th Department of Public Works (DPW). Execution and implementation of a multi-faceted, comprehensive base operations and sustainment program to ensure the buildings and grounds are properly monitored and maintained to meet the functional, appearance, safety, security and environmental standards.

Duties and Responsibilities for Mid-Level Building Inspector:



  • Facilities Management Technical Support - Will utilize comprehensive, intensive, practical knowledge of, and skill in applying, technical engineering design and geometric principles related to design and construction.
  • Facility Assessment/Infrastructure - Will complete Installation Status Reporting (ISR) or equivalent Army standards such as BUILDER, ESMS, FEMS, etc. evaluations for the 99th Readiness Division (RD) to review.
  • Facility Assessment/Utilization - Report, verify, and document all real property assets at each facility.
  • Real Property/Utilization - Report and verify all real property assets/equipment at each facility. Prepares Utilization of Real Property report in accordance with the provisions of AR405-70, Utilization of Real Property.
  • Life Safety Inspections - Will inspect all known detector assets such as but not limited to fire extinguishers, smoke detectors, heat detectors, strobes, horns, pull stations, mass notification system, emergency lights, exit lights, sprinkler system, door exit devices, door hold open-close devices, etc.
  • Site Assistance Visits - Area Facility Operations Specialist (AFOS) Will assess facility for any changes in condition and monitor the physical and functional condition of building systems including customer deficiency request.
  • Quality Assurance and Inspection Services - Will assure the quality assurance of the preventative maintenance, corrective maintenance, Base Operations Support, etc.; and quality assurance of the Sustainment, Restoration, Modernization (SRM) program.
  • Data Entry and Knowledge Management - Updates monthly to Army Databases of Record and programmatic support.
  • Planning - Annual work plan and 5-year plan. Assist the 99th RD Chief of Operations with the overall Annual Work Plan and the Command's 5-Year Plan.
  • Project Development Services - Will perform this work at the 11 Regional Facility Operations Specialist (RFOS) regional center headquarters to perform project development tasks.


Required Education and/or Experience



  • Bachelor's degree from an accredited college/university in an engineering, science, environmental, or related technical field consistent with the required duties of the position and a minimum of 6-8 years of directly applicable experience.
  • Must be able to obtain and maintain a favorable NACI background investigation. Completion of fingerprinting, SF85 and OF301forms are required.
  • Must have and maintain a valid state-issued Driver's License to travel and/or operate government vehicles or equipment.
  • Must be proficient in Microsoft Office Suite products and can use web-enabled programs and use the internet for informational research.
  • Must be able to draft clear and comprehensible memos about facilities maintenance and repair related issues, as well as about recommendations for maintenance and repair changes, upgrades and improvements, use email, as well as develop and use spreadsheets.


Other Requirements:



  • Pass a government background investigation and maintain requirements for keeping a Common Access Card (CAC) and Information Technology (IT) access.
