Job Overview:

The Program Manager / Analyst (Senior Level) provides strategic oversight and execution support for the Tethered Aerostat Radar System (TARS) Program Management Office in Washington, D.C., under a DHS/CBP contract. This role ensures program objectives are achieved within scope, schedule, and budget. The position requires extensive coordination with government stakeholders, oversight of financial and procurement activities, logistics, engineering analysis, and comprehensive reporting.

Support Hours: Applicant shall be available during core work hours as established the Government customer.

Essential Duties & Responsibilities:

  • Lead program planning, integration, and execution of all TARS-related functions, ensuring contract compliance and mission alignment.
  • Provide senior-level programmatic and analytical support including data-driven recommendations to government leadership.
  • Oversee and coordinate financial tracking, procurement analysis, and business case assessments.
  • Lead the development of reports, briefing materials, and correspondence for internal and external stakeholders.
  • Collaborate with engineering, logistics, and acquisition personnel to drive cross-functional project success.
  • Identify risks and recommend mitigation strategies to maintain program continuity.
  • Represent the program in meetings, conferences, and interagency engagements.
  • Ensure timely submission and quality assurance of deliverables, including Monthly Status Reports, Financial Reports, and Ad Hoc Briefings.

  • Exceptional verbal and written communication skills.
  • Advanced analytical, organizational, and leadership abilities.
  • Strong understanding of government acquisition and program management principles.
  • Ability to manage priorities in a fast-paced, high-visibility environment.
  • Knowledge of CBP, DHS, or DOD processes highly preferred.
Requirements

Minimum Requirements/Education:

  • Bachelor's degree in Business Administration, Public Policy, Engineering, or related field; Master's preferred.
  • Minimum of 10 years' experience in program or project management within the federal contracting environment.
  • Demonstrated experience with logistics, engineering, financial management, or procurement oversight.
  • PMP certification preferred.
  • Strong familiarity with DHS/CBP policies, FAR, and performance-based service acquisition.
  • U.S. Citizenship required.

Security Requirement:

  • Favorably adjudicated CBP Background Investigation (BI) and Secret Security Clearance required.

Travel Required: 10-15%

Physical Demands/Requirements: Work is performed in an office environment. Mostly sedentary work. Repetitive motion. Substantial movement (motions) of the wrists, hands, and/or fingers. The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer screen; extensive reading.
