Job Description

About the Learning and Development Team

You will be an integral part of the Learning & Organization Development (LOD) team, located within Human Resource Services (HRS), helping people, teams, and departments to grow and develop across all levels, operations, and work locations. The LOD team leads the learning and training programs for our enterprises and bureaus. As a strategic HRS partner, LOD is responsible for bridging and connecting learning techniques and tools to develop our employees, retain talent while engaging and motivating employees, and create a meaningful, diverse, and inclusive work culture.

About the Position

Reporting to the Learning & Organization Development Manager, the 1232 Training Officer will develop, deliver, evaluate, and administer training programs and events for individual contributors, frontline supervisors, managers, and senior managers across SFPUC enterprises and bureaus.

The essential functions of this position include, but are not limited to:

  1. Develops and delivers a variety of training and development programs using in-person, virtual, and hybrid learning options.
  2. Designs, expands, and manages learning programs, facilitated events, seminars, conferences, training materials, and assessment based on the needs of the organization.
  3. Coordinates training programs - plans and schedules the work of trainers and supports personnel, reserves facilities, and tracks attendance.
  4. Facilitates management and staff development using organizational development techniques such as action research, process consultation, team building, and problem solving.
  5. Designs and implements trainings based on Citywide policies and practices to attract, support, develop, and retain a diverse workforce.
  6. Assesses and coordinates organizational and employee development activities to improve workforce growth and performance.
  7. Conducts needs analysis and research relative to new training and staff development programs for departmental application; conducts periodic needs assessment surveys to determine need for and scope of programs at all employee levels.
  8. Leverages Learning Management System (LMS), online learning platforms, and trainings to enhance organizational learning and development.
  9. Provides coaching, consulting and change management services as needed.
  10. May supervise support staff.

The 1232 Training Officer is required to perform other related duties as assigned.

Nature of Work: Essential duties require the following physical skills and work environment: ability to stand for prolonged periods of time, drive to various training sites, use various computer software and equipment, and lift and move up to 25 pounds.

This position is required to occasionally drive to offsite locations including Moccasin to conduct trainings and participate in meetings.

Qualifications

Minimum Qualifications:

Education: Possession of a baccalaureate degree from an accredited college or university; AND

Experience:Two (2) years of verifiable experience designing, organizing, and conducting employee training programs; AND

License:
Possession of a current valid California driver's license.

Substitution:

1. Additional experience as described above may be substituted for the required education on a year-for-year basis. Thirty (30) semester units/forty-five (45) quarter units equal one year of experience.

2. Possession of a Master of Arts degree may be substituted for one year of the required experience.

3. Verifiable experience in teaching adults and developing lesson plans may be substituted for the required experience on a year-for-year basis.

Note: One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.)

Desirable Qualifications:The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Experience developing and delivering learning programs.
  • Experience delivering trainings to workers based in the field.
  • Certifications to teach professional trainings (such as those from Franklin Covey, Crucial Learning)
  • Experience developing and delivering supervisory training programs.
  • Supervisory experience

Selection Procedures:

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

1. Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying):

Candidates will be required to complete a MQSQ as part of the employment application at a later time. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

2. Supplemental Questionnaire Examination (Weight:100%): Applicants who meet the minimum qualifications will be sent a Supplemental QuestionnaireExamination via electronic mail after the closing of the application filing period. The Supplemental QuestionnaireExamination is designed to measure the knowledge, skills and/or abilities in job-related areas required for the position which may include, but are not limited to: knowledge of principles of adult learning; ability to: collect data, conduct research and problem solve; develop, design and deliver trainings; plan and coordinate; facilitate discussions and manage group process; deliver presentations; use training technology and computers; establish and maintain effective working relationships; and communication skills.

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list/score report.

Candidates will be placed on the eligible list/score report in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

The department may administer additional position-specific selection procedures to make the final hiring decision.

NOTE:Applicants who meet the minimum qualifications are not guaranteed to advance through all of the steps in the selection process.

Eligible List/Score Report:A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores, and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be oftwelve (12) months, and may be extended with the approval of the Human Resources Director.
