Pay Range

$178,770 - $226,668 Annually for the TSS.4 level

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.


Job Description

We have an opening for a Deputy Assurance Manager supporting the Strategic Deterrence (SD) Assurance Manager and the SD programs and operations. You will be responsible for the development, management and oversight of all SD Environmental, Safety and Health (ES&H) and Contractor Assurance Systems and functions; ensuring that all SD work is performed in compliance with SD and LLNL/LLNS policies, federal, state and local laws and regulations. You will be working with the SD program and operations managers and assurance personnel for the continuing oversight and support of organizational facilities and operations (i.e., Site 200/300, Superblock, RHWM, HEAF, B131 High Bay). This position is in the Strategic Deterrence Organization.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options, may vary based on the needs of the team and the organization.

In this role, you will

  • Manage and perform, issue/condition/event fact-findings, extent of condition reviews, causal analysis, and effectiveness reviews and reporting by reviewing issues to determine reportability considering Human Performance Improvement (HPI)/Human Organizational Performance (HOP) principles; assist line managers in preparation, filing and updating the occurrence and noncompliance reports.
  • Oversee and perform as needed issue screening/entry and tracking/closure of all Issue Tracking System (ITS) assessments, issues, and actions owned by SD.
  • Co-manage, organize and lead SD Operations Review Boards.
  • Assist with coordination and management the Illness/Injury, Lessons Learned, Continuity of Operations (COOP) programs.
  • Co-manage the development and implementation of assurance plans and procedures that are in compliance with all related guidelines for approval by the managers based upon technical expertise and understanding, and in consultation with key stakeholders.
  • Co-manage the planning, coordination, and oversight of facility and line management self-assessment programs with ES&H Team staff, facility staff, and others as appropriate; assist with the conduct of reviews/assessments of work activities in the areas of ES&H, regulatory compliance, and facility operations.
  • Perform assessments or participate as a team member on assessments related to SD operations or as requested by other entities such as LFO.
  • Address and resolve institutional and cross-organizational policy issues through interactions with other Assurance Managers and organizations.
  • Responsible for ensuring that external commitments for reporting, corrective actions, and requests for information are fulfilled in a timely manner.
  • Co-manage the general oversight of and maintain a personal commitment to the goals of Integrated Safety Management, HPI/HOP, compliance with all ESH&Q regulations, best business practices, diversity, and equal opportunity.
  • Perform other duties as assigned.

Qualifications
  • Ability to obtain and maintain a U.S. DOE Q-level security clearance which requires U.S. Citizenship.
  • Bachelor's degree in Chemistry, Engineering, or a related scientific field or equivalent or equivalent combination of education and related experience.
  • Extensive knowledge of DOE ES&H policies, procedures, regulations and standards.
  • Significant experience with issues management; including responding to, analyzing, and trending issues, conducting self-assessments, audits, inspections, use and programming of relational databases, and use of software to develop meaningful statistics for program planning.
  • Significant experience applying a broad understanding of scientific and technical disciplines, including safety, engineering, operations, and maintenance.
  • Experience developing and implementing assurance plans and procedures.
  • Experience using independent judgment to accomplish programmatic objectives; demonstrated technical and organizational problem-solving skills.
  • Experience providing independent oversight of organizations, operations, or facilities and assuring ES&H programs are implemented appropriately and in compliance (including nuclear facility experience).
  • Expert level knowledge of and experience interpreting and applying DOE Integrated Safety Management (ISM) policies, HPI/HOP procedures and tools.
  • Demonstrated ability to work in an environment where work is frequently not well defined and generally consists of a diverse range of highly complex problems.
  • Expert communication, collaboration, and interpersonal skills at both the management and technical level necessary to effectively present and communicate with senior management, Livermore Site Office, DOE-HQ and other state and government agencies on assurance activities, including experience writing technical documents, such as plans, procedures, specifications, reports and/or institutional documents.

Qualifications we desire

  • Master's degree in Science and Engineering or a related scientific field, or equivalent combination of education and related experience.
  • Expert level application and development of LLNL's ITS or DevonWay, WP&C Tool, fact-findings, causal analyses, extent of condition reviews, effectiveness reviews, reviewing issues to determine DOE reportability and in preparing, filing, and updating DOE Occurrence Reports.
  • Experience with programmatic and technical support activities at LLNL, including Work Planning and Control and Enablon.

This position requires a Department of Energy (DOE) Q-level clearance.If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter.
