Introduction

The Office of Climate and Sustainability works with City departments, community organizations, and New Haven residents to advance and coordinate city-wide climate and environmental sustainability policies, practices, and initiatives. The Office seeks to implement climate mitigation and adaptation solutions that intersect with and address the immediate challenges facing our residents: from finding safe and affordable housing, to accessing quality employment opportunities, to improving air quality and respiratory health. Our work is particularly focused on addressing the health and economic impacts of climate change in underserved communities that have been hit the hardest by COVID-19 and are still overcoming the legacy of redlining.

In 2019, the City of New Haven formally recognized the urgency of the climate crisis by adopting a Climate Emergency Resolution calling for ending community-wide greenhouse gas emissions by the end of 2030. In 2021, the City adopted its Community Electrification Resolution, committing the City to electrifying City buildings and vehicles in the same time frame. The following year the City approved the Safe Routes for All Active Transportation Plan, which maps out a city-wide bicycle network and lays out plans for pedestrian and transit improvements. These efforts build upon prior public policy initiatives including the City's 2018 Climate and Sustainability Framework and the Move New Haven transportation study in partnership with the state of Connecticut Department of Transportation.


PRIMARY FUNCTIONS
This is responsible administrative work in supervising and coordinating specific projects within and in conjunction with City departments, state and federal grants and outside contractors.
Work is performed under the general supervision of a Project Director, with considerable latitude for exercising independent judgment. Work is reviewed through conferences and reports.
The specific assignment entails helping coordinate and implement the $20 million Community Change Grant recently awarded by the US Environmental Protection Agency to the City of New Haven and its project partners. This position will report to the Project Director for the Community Change Grant.
The Community Change Grant program is a multi-faceted program requiring the City and its partners to complete 12 projects that directly benefit residents and serve climate and environmental goals.
The position will work closely with the Community Change Grant Financial and Program Analyst on financial administration of the grant. As the position involves managing the 12 main projects outlined in the City's recently awarded $20M US EPA Community Change Grant at once and collaborating with community development nonprofits, environmental organizations, and City agencies it therefore requires a high degree of organization, strong interpersonal skills, and solid understanding of administrative procedures.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Supervises administration of projects from grant application through the contractual process.
  • Plans, supervises and reviews programs to monitor compliance with federal, state or local government rules and regulations, and contractual obligations.
  • Works with city departmental officials, state and federal government officials, consultants, elected and appointed officials, and schedules project activities and coordinates resources to provide for project completion in a timely manner.
  • Prepares or supervises the preparation of Federal grants applications for funding from federal agencies.
  • Supervises the maintenance of comprehensive and detailed records on all current and closed projects.
  • Assigns, supervises, and participates in the preparation of specifications for accomplishing program objectives or in developing grant applications.
  • Assists in planning and coordinating long-term development goals.
  • Performs related work as required.


The specific assignment is focused on implementing the $20 million Community Change Grant in coordination with the City's statutory partner on the Grant, the Greater Dwight Development Corporation (GDDC).

  • Provides day-to-day oversight of the City's project responsibilities, including tracking and reporting technical progress and financial performance against grant objectives and timelines.
  • Collaborates with and monitors the performance of GDDC and the work of GDDC's subawardees.
  • Implements processes and procedures designed by the Project Director to comply with applicable federal and local regulations outlined in the compliance plan, including procurement, National Historic Preservation Act, Justice40 reporting, quarterly and annual financial and programmatic reporting, and applicable small business and wage rate requirements.
  • Liaises with financial managers within the City and in partner organizations, including collecting relevant financial data and contributing to grant and technical reports.
  • Coordinates between subawardees, the Office of Climate and Sustainability, the Office of Management and Budget, the Purchasing Division, and the Commission on Equal Opportunities to ensure the project's compliance with federal regulations and city guidelines, including reviewing all competitive solicitation activities as well as monitoring and reporting on subawardee and contractor compliance with City and federal guidelines and regulations.



EDUCATION, QUALIFICATIONS & EXPERIENCE
Graduation from a four-year college or university with course work in Economics, Public Administration, Business Development, City Planning, or a related field*; and 3 to 5 years of experience with a public or private organization in project management; or any equivalent combination of training and experience which provides the knowledge, skills, and abilities below.
*For this particular role, related fields also include: Environmental Sciences, Environmental Engineering, Environmental Management, Urban Planning, Architecture.
English / Spanish bilingual encouraged to apply.

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Knowledge of federal, state and local requirements for grant submissions and contractual processes.
  • Thorough knowledge of government requirements for the development, preparation, and administration of project grants.
  • Thorough knowledge of mechanisms for contract development.
  • Ability to prepare grants, contracts and reports using personal computer.
  • Ability to establish and maintain effective working relationships with federal, state and local officials, consultants, contractors, other city employees and the general public.
  • Ability to coordinate and supervise employees engaged in various aspects of development projects.
  • Proficiency in MS Word, Excel, Access, and PowerPoint programs.


As this is a role serving climate and environmental goals, familiarity with related issues is encouraged:


  • Knowledge and commitment to tackling the challenges of climate change particularly for vulnerable communities.
  • Familiarity with the most current concepts of conservation, climate mitigation, and sustainable practices including but not limited to: energy conservation, decarbonization, air quality, heat mitigation, climate health impacts, economic opportunities for disadvantaged communities, green building, resource and water conservation, green house gas reduction, renewable resources, and environmental reporting metrics.
  • GIS experience welcome.




SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a "Special Fund," non-tested position. Continued employment contingent upon availability of future funding. Funding may be terminated at any time.

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees.

Special Funded employees shall not be covered by the City pension but shall continue to be covered by Social Security.
