Introduction

The Office of Climate and Sustainability works with City departments, community organizations, and New Haven residents to advance and coordinate city-wide climate and environmental sustainability policies, practices, and initiatives. The Office seeks to implement climate mitigation and adaptation solutions that intersect with and address the immediate challenges facing our residents: from finding safe and affordable housing, to accessing quality employment opportunities, to improving air quality and respiratory health. Our work is particularly focused on addressing the health and economic impacts of climate change in underserved communities that have been hit the hardest by COVID-19 and are still overcoming the legacy of redlining.

In 2019, the City of New Haven formally recognized the urgency of the climate crisis by adopting a Climate Emergency Resolution calling for ending community-wide greenhouse gas emissions by the end of 2030. In 2021, the City adopted its Community Electrification Resolution, committing the City to electrifying City buildings and vehicles in the same time frame. The following year the City approved the Safe Routes for All Active Transportation Plan, which maps out a city-wide bicycle network and lays out plans for pedestrian and transit improvements. These efforts build upon prior public policy initiatives including the City's 2018 Climate and Sustainability Framework and the Move New Haven transportation study in partnership with the state of Connecticut Department of Transportation.


PRIMARY FUNCTIONS
This is a mayoral-appointed management position in a complex and challenging work environment requiring strong administrative skills to direct and coordinate City staff and project partners to complete 12 projects outlined in the City's recently awarded $20M US EPA Community Change Grant. This position will lead project implementation and governance, execute financial and programmatic activities and reporting, and manage and coordinate dedicated City staff and a wide array of project partners. This position will work closely with the City's statutory partner, Greater Dwight Development Corporation (GDDC), as well as subawardees reporting directly to the City and to GDDC.
This position reports to the Mayor, works closely with the Executive Director of Climate and Sustainability, and will be responsible for the timely and compliant execution of project startup and activities - managing the rollout of all Community Change Grant funded project activities, finalizing subawards, convening partners, and ensuring all financial and administrative systems are in place to meet milestones and for federal reporting. The position will focus on delivering projects that deliver meaningful improvements to residents day-to-day lives and address critical climate and environmental issues.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Meets regularly and supervises the work of internal City team (Project Manager, Financial and Program Analyst, and Recycling Educator) to meet programmatic and financial performance and reporting requirements.
  • Structures and executes subaward agreements in consultation with project partners, the Executive Director of Climate and Sustainability, and legal advisors.
  • Convenes and coordinates partners to implement governance structure for project decision-making, execution of project objectives, and orchestration of community engagement and education.
  • Create structures for regular and timely assessment of project performance and cost management in accordance with the project plan, milestone schedule, and projected outputs and outcomes.
  • Develops processes and procedures to achieve project objectives in compliance with federal and local regulations outlined in the project compliance plan, including procurement, National Historic Preservation Act, Justice40 reporting, quarterly and annual financial and programmatic reporting, and applicable small business and wage rate requirements.
  • Leads project partners in engaging community partners, City staff, and the public to maximize community participation in project programs and decision making.
  • Coordinates internal City team, project partners, and third party evaluator (DataHaven) to evaluate efficacy of project activities and to refine them in response to evaluation and community feedback.


EDUCATION, QUALIFICATIONS & EXPERIENCE
Graduation from an accredited college or university; master's degree in Environmental Sciences, Environmental Engineering, Management, Public Administration, Urban Planning, Architecture or a related field preferred. Two to five years of supervisory experience in a sustainability setting are also not required but preferred. Experience with media and communications strategy is also desirable. Ability to communicate in Spanish and GIS skills are a plus but are not required.

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Familiarity with the most current concepts of conservation, climate mitigation, and sustainable practices including but not limited to: energy conservation, decarbonization, air quality, heat mitigation, climate health impacts, economic opportunities for disadvantaged communities, green building, resource and water conservation, greenhouse gas reduction, renewable resources, and environmental reporting metrics.
  • Ability to exercise excellent judgment and leadership skills to establish and maintain effective working relationships with project partners and public officials.
  • Ability to lead coordination of project partners, completion of financial and programmatic administration, and timeline execution on multiple community-focused climate and environmental projects.
  • Ability to manage the City's Community Change Grant administrative and programmatic team (Project Manager, Financial and Program Analyst, and Recycling Educator).
  • Ability to develop and execute comprehensive cost management and programmatic performance plan.
  • Ability to demonstrate advanced level skills in abilities in word processing, document preparation, spreadsheet management, cost-benefit analysis, and environmental project financing.
  • Ability to problem-solve and negotiate in a complex and dynamic environment.


SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT
This is a "Special Fund," non-tested position.

Hires into this class shall not be covered by the City pension but shall continue to be covered by Social Security; additionally, employee will contribute 7.5% of base pay into a defined contribution plan.
Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening in accordance with the City's Drug Free Workplace Policy*, and (3) a 90-day probationary period.
