PRIMARY FUNCTION

Oversee the enterprise-wide Data Management strategy for the Laboratory Division, ensuring secure, efficient, and compliant use of data across on-premises and cloud environments. This role involves developing and executing data policies, leading data governance and quality efforts, and enabling advanced analytics and cloud-based capabilities. The ideal candidate will champion data as a strategic asset, support digital modernization, and ensure alignment with evolving laboratory objectives and regulatory standards.

ESSENTIAL FUNCTIONS

  • Develop and implement a comprehensive data strategy aligned with the Laboratory's mission, with a focus on secure, scalable cloud-based data solutions.
  • Lead data governance programs to ensure integrity, security, interoperability, and compliance across on-prem and cloud platforms.
  • Manage the end-to-end lifecycle of data assets, including ingestion, storage, processing, and archival.
  • Work closely with IT, operations, and various Lab disciplines to ensure data needs are met and collaborate with external partners and stakeholders to enhance data capabilities.
  • Develop policies and procedures for data classification, access control, retention, and backup in accordance with regulations.
  • Leverage data analytics to generate actionable insights and support business decision-making through advanced data analysis and reporting.
  • Ensure compliance with data protection regulations by monitoring and managing data security measures.

SUPERVISORY RESPONSIBILITIES:

None.

KNOWLEDGE, SKILLS, & ABILITIES:

  • Strong understanding of enterprise data architecture, data modeling, and database technologies across hybrid environments.
  • Demonstrated experience managing data in cloud environments, with hands-on knowledge of AWS data services.
  • In-depth knowledge of data governance frameworks, data lifecycle management, metadata standards, and compliance.
  • Familiarity with laboratory data systems (i.e., LIMS) and their integration into broader ecosystems.
  • Excellent communication and stakeholder management skills to align data strategy with scientific, technical, and operational needs.
  • Ability to develop and execute a data strategy that supports business objectives, with a forward-thinking approach to leverage emerging data technologies.

QUALIFICATIONS:

  • Active Top Secret Clearance with the ability to obtain SCI, if required
  • Bachelor's degree in Data Management, Computer Science, Information technology, or a related field. Additional years of relevant experience may be accepted in lieu of a degree.
  • Minimum of 7-10 years of experience in data management, data strategy, or a related field.
  • Proven track record of leading data initiatives and managing data projects.
  • Relevant certification such as Certified Data Management Professional (CDMP), Certified Information Management Professional (CIMP), or equivalent.
