Under the general supervision of the Manager, Emergency Management, the Specialist, Emergency Management, assists with compliance and emergency management activities for MATC, district-wide. Assists with all aspects of compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act). Conducts emergency management activities including updating emergency response procedures and facilitating emergency management training for the Emergency Response Team, students and employees.
Requires detailed knowledge of regulations and best practices with the ability to exercise independent judgment and initiative to assist administration and staff with Clery compliance and emergency preparedness, response and recovery. Work is detailed and diversified requiring independent judgment, analytical skills, and decision-making abilities according to established practices and procedures. Supervision received is general in nature using established procedures and general objectives and limited to problems or unusual conditions. Works both independently and with staff in a teamwork approach.

Characteristic Duties and Responsibilities

- Clery Compliance Program Management: Assists with all aspects of compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act). Participates on the Clery compliance workgroup and trains Campus Security Authorities on Clery Act requirements.
- Emergency Management: Assists with the review and update of emergency plans for all MATC campuses and buildings. Assists with the coordination of emergency drills, exercises and training for the emergency management team and general college community.
- Training and Education: Assists with the facilitation of safety and security workshops and training of employees and students on emergency response procedures and best practices for campus safety.
- Reporting and Compliance: In connection with the Manager, Emergency Management, ensures compliance with local, state, and federal regulations regarding emergency management and safety, including FEMA guidelines and the Clery Act. Maintains records of training, drills, incident responses, and safety inspections for compliance reporting purposes. Assists with the update of the Annual Security Report required by the Department of Education.
- Communication and Awareness: Assists the Public Information Officer for the Public Safety department by coordinating campus safety and crime prevention awareness campaigns and information. Assists with the creation of safety and prevention communications and publications.
- Ethics and Confidentiality: Practices honesty by demonstrating a consistent and uncompromising adherence to strong moral and ethical principles, values, truthfulness, and accuracy in all actions. Addresses all student and employee behavior in a confidential and respectful manner.
- Cross Functional Relationships and Collaborative Teamwork: Establishes, maintains and enhances positive working relationships with staff, faculty and administrators.
- Continuous Learning & Professional Development: Maintains current knowledge of best practices and standards in higher education with an emphasis on community colleges. Actively participates in applicable workgroups, trainings, workshops, seminars, committees and professional associations or conferences to promote continuous learning.
- Other duties: Performs other related duties within the scope of the position as required for the efficient operation of the division and to support institutional objectives.

Qualifications
-
Compliance with all state, federal, and accreditation standards/requirement, as well as all MATC policies and procedures. Required Education & Experience: Associate's degree with course work in emergency management, criminal justice, compliance or related field; and two (2) years' work experience in emergency management, criminal justice, compliance or related field. Preferred Education & Experience: Bachelor's degree and three (3) years of experience in emergency management, criminal justice, compliance or related field. Required Licensure/Certification: CPR/First Aid Certification Preferred Licensure/Certification: FEMA or Wisconsin Emergency Management Certifications, Clery Compliance Officer Certification, and AED/ CPR Trainer Certification

Supplemental Information

Hours: This full-time position requires 40 hours per week, scheduled Monday through Friday between 8:00 AM and 4:30 PM. Flexibility is essential, as the role may require occasional evening, night, and weekend hours, as well as travel to other campuses
