Department Overview

The Emergency Preparedness Exercise team plans and conducts exercises for various emergency response plans, procedures, and other guidance documents critical to PG&E's ability to plan for, prevent, mitigate, respond to, and recover from various emergencies and crises impacting PG&E's service delivery. The team operates within the Emergency Preparedness and Response (EP&R) department under the Wildfire and Emergency Operations organization.

Position Summary

We are seeking a Senior Emergency Management Specialist who will be responsible for designing, developing, and facilitating emergency preparedness and response exercises in accordance with the Homeland Security Exercise and Evaluation Program (HSEEP) guidelines. The successful candidate will have a lead role in all aspects of conducting large, complex emergency preparedness and response exercises. Exercise types include Full Scale, Functional, Tabletop, Seminars and Drills. Stakeholders will include external agencies at the Local, State and Federal level as well as State and Federal regulators and internal employees in various departments involved in emergency planning and business continuity. Responsibilities also include the coordination of preparedness and response activities with internal and external partners to support an effective readiness posture to identified hazards and ensuring assigned employee groups perform effectively in emergency situations and operate the transmission or distribution grid in a reliable manner.

  • This position is hybrid, working from your remote office and your assigned work location based on business need. The assigned work location will be within the PG&E Service Territory.

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.

Bay Minimum: $102,000
Bay Maximum: $162,000

This job is also eligible to participate in PG&E's discretionary incentive compensation programs.

Job Responsibilities

  • Plans, schedules and facilitates exercises in accordance with Homeland Security Exercise and Evaluation Program (HSEEP) guidelines.
  • Evaluates the effectiveness of emergency preparedness and response capabilities by conducting after action analysis and reporting.
  • Works with stakeholders to develop improvement plans with corrective actions and track to completion.
  • Leads a project team to plan, schedule and conduct a wide range of complex Emergency Preparedness drills and oversees the scenario development portion of the exercise.
  • Takes a lead role in the annual Company Integrated Preparedness Planning Workshop (IPPW).
  • May be required to participate on a rotating on-call team with a role in the PG&E Emergency Operations Center during emergencies.
  • Delivers exercises to support all programmatic areas and be qualified and prepared to evaluate PG&E capabilities in accordance with Incident Command System (ICS) principles.
  • Represents the company in contacts with other utilities, various industry boards, committees, regulatory agencies, governmental bodies, and other private organizations.

Qualifications

Minimum:

  • High School or GED-General Educational Development-GED Diploma
  • Job-related experience, 5 years

Desired:

  • Experience in designing and facilitating seminars, drills, tabletop functional and full-scale exercises.
  • HSEEP-Homeland Security Exercise and Evaluation Program certification
  • MEPP-Master Exercise Practitioner Program
  • Experience in electric operations, job-related
  • Experience in transmission operations
  • BCP-Business Continuity Planning certification
  • ICS-Incident Command System certification
  • EOC-Emergency Operations Center Training completed
  • Experience in coordinated emergency response operations, job-related
