Position Summary
The Staff Systems Engineer appliesworking knowledge of systems engineering fundamentals for manned submersible systems to provide guidance to the division's engineering and design activities under the direction of a program manager. The Staff Systems Engineer will be required to interact with other OTECH personnel andguides engineering efforts to meet the client's requirements. The Staff Systems Engineer will provide guidance to engineering design efforts, with a focus on System Safety, through the development of systems engineering documentation, including concepts of operations (CONOPS), requirements specifications, interface control documents and drawings, hazard analyses, reliability analyses, test plans and procedures. In this role you will be supporting continued safe operating analyses of various system configurations as they are developed for capability enhancement / sustainment. System Safety engineering is a unique discipline that encourages individuals to (1) analytically examine function, (2) acquire relevant data / information, and (3) justify conclusions in order to model cause and effect relationships of a complex system in various conditions. There are many opportunities day to day that promote specialty skill set development and collaboration across various engineering, test, airworthiness, end user groups.
Duties And Responsibilities
Functions What you get to do!
- Independently analyze and recommend safety criteria in system design, equipment and procedures to mitigate or eliminate hazards.
- Evaluate systems, associated support equipment and facilities, networks and information systems to ensure designs meet applicable safety specifications and standards.
- Apply knowledge, methodologies and principles of safety engineering as defined in MIL-STD-882.
- Apply methodologies, best practices and principles of safety engineering as defined in corresponding System Safety Program Plan (SSPP).
- Prepare engineering and technical analyses, reports, and other technical documentation, host internal peer reviews, and facilitate configuration managed releases in support of Manned
- Submersible System Certification IAW NAVSEA SS800-AG-MAN-010/P-9290 as well as ABS Rules for Building and Classing Marine Vessels (MVRs).
- Collaborate with Systems Engineering, Software Engineering and System Test & Evaluation organizations to ensure acceptable safety critical function verification.
- Reviews architecture, requirements and interface artifacts for safety on complex hardware/ software systems.
- Proactively support planned work for successful on time delivery of safety product(s) i.e., periodically communicate dependencies, progress / blockers with stakeholders.
- Model system function failure conditions with Fault Tree Analysis (FTA) IAW SAE ARP 4761.
- Performs technical planning, system integration, verification and validation, cost and risk, and supportability and effectiveness analyses for total systems.
- Analyses are performed at all levels of total system product to include: concept, design, fabrication, test, installation, operation, maintenance and disposal. Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints.
- Performs functional analysis, timeline analysis, detailed trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications.
ESSENTIAL:
- Has provided system engineering activities on submarine and/or manned submersibles in accordance with US navy requirements such as SS800-AG-MAN-010/P-9290 and SUBSAFE System Certification Procedures
- Has provided system engineering activities in accordance with International Association of Classification Societies certification requirements (ABS and/or DNV preferred)
- Performs analysis of user requirements, concept of operations documents, and high-level system architectures to develop system requirements specifications.
- Guides system development and implementation planning through preparation of concept of operations, hazard analysis, failure modes and effects analysis and test plans and procedures.
- Displays excellent technical judgment, attention to detail, and ability to look at the "big picture" in system design.
- Demonstrates ability to devise innovative solutions to problems.
- Reviews progress and evaluates results of work accomplished by self and others.
- Prepares reports and presents results to management and client.
- Some travel may be required.
ADDITIONAL:
Works closely with the program manager to ensure that systems engineering tasks, specifically those affecting system safety products, are completed in a timely manner, including tasking engineering personnel to complete analyses, trade studies, tests, etc.
Qualifications
REQUIRED:
- BS degree in Electrical, Computer, Mechanical or Systems Engineering. Commensurate experience will be accepted.
- Minimum 10 years of practical experience in Systems Engineering.
- Must have greater than 10 years of experience practicing System Safety Engineering
- Minimum 5 years of experience at the design engineering level with:
- Developing sections of systems engineering documentation, including system engineering plans, initial capabilities documents, requirements specifications, and interface control documents.
- Managing system requirements and derived requirements to ensure the delivery of production systems are compatible with the defined system architectures, including Department of
- Defense Architecture Framework (DoDAF and Service-oriented Architecture (SOA).
- Assisting with the development of system requirements, functional requirements, and allocation of the same to individual hardware, software, facility, and personnel components.
- Participating in the development of system engineering documentation, including system engineering plans, requirements specifications, and interface control documents.
- System requirements and stakeholder needs, including functions that may be logically inferred and implied, as essential to system effectiveness.
- Candidate will have to perform in an ISO-9000 rated company in a rapidly changing and demanding atmosphere.
- Must be able to effectively communicate with all levels of leadership and work independently.
- Must have demonstrated and be willing to independently manage multiple tasks with various stakeholders in parallel i.e., assess design changes, field reported issues, system deficiencies, 'pop-up' tasking, etc.
- Must be independently motivated to learn new methods / practices of analysis.
- Must be a US citizen.
- Must have ability to obtain and maintain DoD Secret Clearance.
Computer Skills
- To perform this job successfully, an individual should have strong knowledge of Microsoft 365 environment.
- Working knowledge with an SEDB tool (CRADLE, DOORS etc).
- Working knowledge of MBSE tools (ModelCenter, Cameo)
PREFERRED:
- Work experience with US Department of Defense (DoD) or the National Aeronautics and Space Administration (NASA).
- Ability to grow / enhance a process our product by applying your own unique skillset and perspective.
- An active DoD Secret clearance or higher.
- Familiarity with military Systems Safety and process standards and their Industry equivalent such as: MIL-STD-882, etc.
- May be widely recognized for achievements, technical expertise, and professional standing within selected field.
