What You'll Do in This Position Provide most complex procedures for the protection of DOE security interests including Special Nuclear Material (SNM), vital equipment, classified matter and Government Property. Develop the SRS M&O Contractor S&S Compliance Assurance Program which documents the SRS M&O Contractor's current status of compliance and/or noncompliance with DOE directives requirements, contains the official proposed implementation plan for DOE directives specifically requiring the development of such plans, and includes other necessary formal requests for DOE approval for identified DOE directives noncompliance. Provide S&S planning documents for most complex facilities to ensure that protective measures are commensurate with security interests. Research information, review and verify accuracy of data, formulate plan and coordinate concurrence, classify, distribute, review annually, and update as required the following facility S&S documents: Facility Description and Operational Plans, Facility Data Approval Records, Facility Security Plans, Modified Security Plans, Memorandum of Understanding, Deviations (Variances, Waivers, and Exceptions), Start up Plans, and D&D Plans. Serve as physical security matter expert for supporting most complex Vulnerability Assessments and Master Safeguards and Security Agreements development. Analyze existing and future security postures for potential cost savings. Provide oversight and technical support for most complex facilities and/or programs to assure effective and efficient implementation of most complex protection programs for SNM, vital equipment, classified matter, Government property and radiological, toxicological and industrial sabotage targets. Provide Area-Specific Liaison and coordination activities with protective force to include Tactical Force Operations, Special Operations, Law Enforcement, and Planning for most complex facilities and/or programs. Coordinate support and/or activities for all Force on Force exercises, limited scope performance test, changes to access control, compensatory measures, security/VIP tours, and follow up to daily activity reports. Assist in resolving requests for protective force assistance. Establish and enhance effective communications between Operating Divisions, Support Divisions, S&S organizations, SR/SRFO S&S, and security force contractor through the Safeguards & Security Action Committee. Serve as facility liaison with all non- host organizations for security matters. Act as SS&ES point of contact for work requests/site work clearances and monitor the nature of the work to ensure compliance with the security aspects of the work. Provide SRS M&O Contractor Security Action Officer for most complex facilities and/or programs during DOE-SR S&S Surveys, Office of Enterprise Assessments, Office of Safeguards & Security Readiness Reviews, DNFSB Reviews, Operational Readiness Reviews and Independent Evaluation Boards. Initiate and follow up all S&S corrective actions, coordinate compensatory measures with protective force, provide response (corrective action control plans) and track/influence progress for all deficiencies, report status of all corrective actions on a quarterly basis until closure. Initiate S&S policy change or guidance when required. Develop Information Management Systems which includes Deficiency Risk Assessment, Causal Analysis, Trends Analysis, Validation and Performance Indicators programs for S&S findings identified by DOE-SR/NNSA-SRFO and DOE Headquarters. Develop and implement a comprehensive Performance Assurance Program Performance Tests to confirm the adequacy of new and existing critical protection elements to perform or accomplish the intended purpose prior to operational use, and periodically thereafter, involving most complex barrier technology; access controls; alarms; primary, backup and alternate power systems; security lighting; intrusion detection systems; electronic inspection, search and monitoring equipment; alarm assessment devices and systems; containers for classified storage and SNM including vaults, vault type rooms and repositories; locks and locking systems; central alarm stations and communications equipment; alarm testing and maintenance programs; delay and denial systems; and tamper protection. Develop and implement a S&S Self-Assessment Program in accordance with the scope and frequency identified in DOE Order and company policy. Develop and maintain Company Level Performance Objectives, Measures, and Commitments (POMC) for SRS M&O Contractor SCD-4, Functional Area 18, S&S (security portion). Develop and maintain standard Lines Of Inquiry (LOIs) for each POC. Develop Asset Protection and Loss Prevention Programs. Establish and maintain a high profile employee/management loss prevention awareness program.
Provide preliminary, conceptual, and final Vulnerability Analysis (VA)/ Security Risk Assessment Reports and Special VA Studies using a variety of techniques that include tabletop and analytical methods/tools and multiple computer software. These tools include a wide range of modeling and simulation systems and methodologies such as Analytical System & Software for Evaluating S&S, Adversary Timeline and Analysis System, Adversary Delay Knowledge Based System, Anti-Terrorist Planner, Blast Effects Estimation Model, Blast-FX, Blast-X, CONWEPS, HOTSPOT, ALOHA, Vulnerability Integrated Security Analysis, and Iterative Security Analysis (ISA).
Model and analyze facilities, pathways, materials, threats, and all facility security measures impacting the protection of each target operations and simulation software systems directed by the VA Leadership.
Analyze changes to security systems and protective forces to ensure an acceptable level of system effectiveness is maintained. Analyze upgrades and determine Essential Elements. Perform systematic evaluation (i.e., Performance Assurance Program testing) of all essential protection program elements to demonstrate the effectiveness of the protection provided for Departmental Safeguards and Security (S&S) interests.
Must be capable of presenting formal and informal briefings.
Security Clearance Information SRNS is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance.
