Buckeye Partners is currently seeking a Senior Specialist, Emergency Management with experience in building, leading and maintaining emergency response programs, protocols and documentation as well as leading and supporting drill and live emergency situations to join our team!

Role Summary:

The Sr. Specialist, Emergency Management will provide necessary support to field operations personnel, regulatory inspections. Program and drill development and training and the advancement of the Emergency Management Program initiatives.

Essential Duties & Responsibilities include:



  • Emergency Response: Provide emergency response support for all tiered response activities, providing technical and organizational support to the Incident Management Team
  • Drills and Exercises: Develop and lead multiyear exercise program for Buckeye and oversee the planning and execution of Buckeye's emergency preparedness exercises using the National Preparedness for Response Exercise Program (NPREP) guidelines, facilitate after-action/lessons learned conferences and identify lesson learned and identify/track closure of corrective actions.
  • E-Plans & Audits: Managing company E-Plans (SPCC, ERP, FRP, ICP, and DOM) to ensure timely review/revisions and providing training of Asset teams on applicable plans. Assist with Corporate ER audit process to ensure it effectively assures regulatory compliance with ER regulations
  • Federal, State and Local Agencies: Interacting with federal, state and local agencies to ensure that established requirements for each facility's Emergency Preparedness Program, Plans and Exercises are met and/or surpassed
  • Training and Support: Coordinating, participating in and/or leading terminal/pipeline emergency response training, including spills, fire, medical and HAZMAT. Develop and maintain emergency preparedness job aids to assist response teams in applying response principles during training, exercises and response. Lead the application and standardization of training and programs across the organization.
  • Community and Industry Participation: Represent Buckeye through participation in Area Committee Meetings, Regional Response, Team Meetings, and the ER Liaison Program to maintain and grow a network of industry, agency, and consultant contacts.


Position Requirements:



  • Bachelor's degree in Engineering, Health and Safety or related degree is required.
  • BS in Emergency Management is preferred
  • Minimum 7 years of experience in a Health, Safety, and Emergency related role.
  • The candidate must have a good working knowledge of NIMS/ICS, DOT, MTSA PHMSA regulations and guidelines.
  • Travel: Up to 60%



Certificates & Licenses:



  • Certifications helpful. (CSP, CIH, OSHT, CHMM, REM, COHN)

  • This position requires someone with exceptional written and oral communication skills, organizational skills, presentation and strong interpersonal skills.
  • As a service-oriented job, the position requires a great deal of scheduling flexibility and responsiveness. Additionally, the incumbent must have the ability to handle confidential matters in a tactful and professional manner.


Essential Functions:



  • This position requires the ability to safely and successfully perform essential job functions consistent with ADA, FMLA and other federal, state and local standards, including meeting qualitative and or/quantitative productivity standards.
  • This role requires the ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards.
  • This position requires compliance with all personnel policies.


Safety and Physical Requirements:



  • This position may require exposure to hazardous environments and require the wearing of a respirator.
  • The person in this position needs to occasionally move inside the office to access file cabinets, office equipment, etc.
  • This role continuously operates a computer and other office productivity equipment (i.e. a calculator, copy machine and computer printer).
  • The employee is frequently required to effectively communicate with others.
  • This position requires the ability to work comfortably and safely in the proximity to open water.
