Job Summary

The Senior Program Director - Operations will be responsible to effectively manage the overall operations of the NGA West campuses located in St Louis and Arnold MO through subordinate supervisory and management personnel, in the areas of performance, productivity, safety, and efficiency to the standards of the contract and to the satisfaction of the customer.

Primary Duties

  • Assist in effectively managing all activities and ensures that all elements of the contract statement of work (SOW) have been executed at a level meeting or exceeding contract standards.

  • Responsible for the organization and application of management, technical, and logistics resources to ensure that the contract is cost effective, safe, efficient, and preserves a high quality of execution.

  • Communicate operating philosophy, strategic plan objectives, and performance expectations to the management, supervisory staff, and when necessary, to all levels of the project staff.

  • Responsible for establishing a project-wide atmosphere of openness, credibility, trust, and proactive concern for the customer and ServiceSource's mission.

  • Monitor relationships with customers to identify and proactively resolve problems and/or conflicts while maintaining open communications regarding expectations versus performance.

  • Perform other related duties as assigned.

Additional Responsibilities

  • Collaborate with direct reports to set goals that support the strategic support plan for the contract.

  • Review and recommend staff and employee training program, workshops, seminars, and classes.

  • Continually review project performance and current technology to interject management and technical performance innovations.

  • Responsible for reviewing business systems administration, resources, procedures, and methods to improve operational effectiveness, utility, and efficiency.

  • Assist with the Contractor's Environment, Safety, and Health functions, ensuring that all safe work practices are being followed.

  • Monitoring cost control, financial reports, budgeting, and overall operating costs.

  • Assist in the coordination of work priorities and monitoring of methods, procedures, and programs.

  • Improve cost-effectiveness and efficiency when possible.

  • Assist with the monitoring and inspecting of maintenance, repair, and service operations for quality control and contract compliance.

  • Work directly with Program Manager (PM) to manage personnel including hiring, terminating, compensation, and promoting project staff according to company policies.

  • Perform PM duties in the PM's absence.

Qualifications: Education, Experience, and Certification(s)

  • Must have 8-10 years' experience in project management-level positions of responsibility and complexity similar to the project scope.

  • Bachelor's degree required and two years' experience in managing BOSCs of similar or larger size and scope.

  • Must have expert knowledge of the concepts, principles, techniques, and practices of janitorial, material management services, and facilities equipment operation and maintenance services.

  • Must hold or be able to obtain and maintain a Top Secret/SCI clearance with polygraph.

  • Must be able to pass criminal and drug screening processes to meet current Network and/or government legibility requirements that apply or become applicable to this position.

Knowledge, Skills, and Abilities

  • A strong technical knowledge of all facilities maintenance and operations, including HVAC, electrical, plumbing, and life safety systems.

  • Knowledge of PM and CM programs, MEP, logistics and administrative support services.

  • Must have Personnel management experience with excellent oral and written communication skills.

  • An energetic, forward-thinking and creative individual with high ethical standards and an appropriate professional image.

  • A strategic visionary with sound technical skills, analytical ability, good judgment and strong operational focus.

  • A well-organized and self-directed individual who is a team builder. An intelligent and articulate individual who can relate to people at all levels of an organization.

  • Demonstrated experience in developing budgets and forecasts with associated financial analysis.

  • A skilled negotiator with demonstrated ability to fully represent ServiceSource's interests to external customers.

  • A well-rounded knowledge of government and commercial outsourcing service contracting environments.

  • Ability to read, analyze, interpret and prepare operating and contractual documents.

  • Ability to work effectively as a supervisor and peer to accomplish necessary work.

  • Requires personal computer (PC) knowledge leading to proficiency in various software and/or spreadsheet operations. Must be familiar with MS Office (Word, Excel and Access).
