Position Summary

The Construction Manager will be responsible for providing management oversight and contract administration of VDOT projects, including oversight for Local Government projects as part of the Local Administration Program (LAP). This includes the steps necessary for a locality to proactively manage and close out projects from beginning of construction to completion.

Essential Duties and Responsibilities

The Construction Manager will perform the following:



  • Oversight of construction activities at a frequency determined by the Owner
  • Perform project audits to include a review of all documentation such as DWR's, Materials Notebooks, Buy America Certifications, Delivery Tickets, Test Reports, Certifications, LT assignments, etc. Audits will be performed at a frequency determined by the Owner.
  • Attend preconstruction meetings, project meetings, and all other meetings as assigned.
  • Review change orders to ensure that the contractor is entitled to compensation and that the scope of the change order is within the project scope; coordinate concerns with the Owner; make recommendations to the Owner as to the approval or denial of the change order.
  • Acknowledge and address claims received by the contractor and make recommendations to the Owner
  • On the LAP projects, coordinate project concerns between the locality and VDOT

    • Respond to concerns, answer questions, and provide guidance to the localities regarding the LAP procedures and manual.
    • Communicate and interact with team members and authorities involved in the LAP project requiring strong communication skills




  • Report writing
  • Perform oversight inspection of schedule milestones
  • Review monthly payment vouchers submitted by contractor (for LAP projects by the locality), ensure all documentation is up to date, and then make recommendations for reimbursement. Coordinate with VDOT Civil Rights Division to ensure that all documentation is current before payment is recommended.


Education and/or Experience



  • 10+ Years of experience in the management of highway construction projects
  • Bachelor's degree in civil engineering or engineering-related field from an ABET-accredited university may substitute five (5) years of experience.
  • Roadway, structure, traffic engineering, construction methods, procedures, practices, plans, specifications, and contracts
  • VDOT Road and Bridge Specifications, Road and Bridge Standards, Construction Manual, Inspector Manual, and Manual for Uniform Traffic Control Devices
  • Materials used and performance, environmental, legal, and safety responsibilities related to construction of transportation facilities
  • Use of electronic data processing equipment and contract management software
  • Use of survey, nuclear density, and materials testing equipment
  • Functional computer usage including familiarity with Microsoft office suite software
  • Conduct constructability and bid ability reviews, and cost and schedule analysis
  • Supervise and manage employee work groups
  • Interpret roadway and bridge plans, specifications, and contracts
  • Prepare technical, financial, administrative, and explanatory correspondence.
  • Proficient task and time management


Certification / Licenses



  • CCM or CMIT certification


Physical Demands

The incumbent in this position can typically expect to sit and use his/her hands to handle and feel for more than 1/3 of the day. He/she can expect to stand or walk for more than 2/3 of the day. Talking and listening are also expected for more than 2/3 of the day. The ability to climb or balance, stoop, kneel, crouch or crawl, or reach with arms will be needed for less than 2/3 of the day.

This position requires that the incumbent be able to lift items up to 10 pounds on an infrequent basis.

The incumbent in this position should have clear vision at 20 inches or less. He/she should be able to view various reports and forms as well as information displayed on a computer monitor and have the ability to distinguish between different colors. Depth perception, peripheral vision, the ability to focus, and the ability to see from a distance are also necessary.
