Description
Clay Consulting is looking for aBusiness Development & Compliance Manager to join our team! The Business Development & Compliance Manager is responsible for leading efforts to capture new contracts including federal, state and local government and direct business to business. Additionally, this individual will ensure the organization's compliance with all relevant government regulations and laws. This role will focus on understanding the regulatory landscape, managing compliance programs, and coordinating the proposal and capture processes to secure business opportunities in all lines of business. RESPONSIBILITIES: Government Compliance
- Monitor, interpret, and implement federal, state, and local government regulations and compliance requirements, including FAR (Federal Acquisition Regulation) and DFARS (Defense Federal Acquisition Regulation Supplement).
- Ensure all government contracts, proposals, and related activities are conducted in full compliance with applicable laws, regulations, and policies.
- Maintain internal compliance policies and procedures to meet government standards and ensure best practices.
- Perform audits and assessments of ongoing projects to ensure continuous compliance with government regulations.
- Advise senior leadership on compliance issues, risks, and regulatory changes that may impact the organization's operations.
- Collaborate with legal, finance, and operations teams to assess risk and ensure compliance with reporting requirements.
- Provide advice and counsel on contractual risks and mitigation to senior leadership.
- Review and approve contractual documents to protect the organization's contractual requirements.
- Develop and review prime contract flow down documents to ensure compliance with contract requirements and to minimize liability.
- Provide advice, training and technical support as required for contract compliance.
- Facilitate customer meetings, perform and monitor compliance to contract requirements and lead change management.
- Ensure non-disclosure agreements and contract terms and conditions are negotiated within company guidelines.
- Keep current on compliance trends and regulatory changes and ensure the team is well-informed.
Capture and Business Development
- Lead the identification and capture of new government and business to business opportunities.
- Collaborate with business development and proposal teams to develop winning strategies for proposal responses.
- Research and identify key procurement trends, potential contracts, and new business opportunities.
- Develop and maintain strong relationships with customers, agencies, and key decision-makers.
- Prepare and submit high-quality proposals and bids in accordance with the applicable solicitation process.
- Develop and execute capture strategies, including teaming agreements, pricing strategies, and solution development to increase the probability of success in securing contracts.
- Conduct competitive analysis and market research to inform capture planning and proposal efforts.
- Participate in development of long-range planning for new projects and programs.
- Foster relationship with government agencies and customers to effectively manage their expectations and ensure satisfaction.
Cross-Functional Collaboration
- Work closely with internal teams including finance, legal, contracts, and operations to ensure compliance and successful contract capture.
- Coordinate and assist in the preparation of contract negotiations and modifications with agencies and clients.
Qualifications
EDUCATION AND/OR EXPERIENCE
- Bachelor's degree in business administration, Legal Studies, Public Policy, or a related field (Master's preferred).
- Minimum of 5 years of experience in government compliance, capture management, or government contracting.
- Knowledge of FAR, DFARS, and other relevant government regulations.
- Proven experience in identifying, pursuing, and securing contracts and new business.
- Effective communication and interpersonal skills, with the ability to manage cross-functional teams and relationships with government agencies and clients.
- Excellent organizational skills and attention to detail.
- Ability to manage multiple priorities and deadlines in a fast-paced environment.
- Expertise with proposal development processes, including cost estimation and pricing strategies.
QUALIFICATIONS
- Government security clearance
- Experience in specific government sectors including defense, occupational health and healthcare contracting.
- PMP or other project/program management certification.
- Must have excellent negotiating skills, including experience negotiating complex terms and conditions.
- Must demonstrate strong analytical and project management skills including a thorough understanding of how to interpret needs and translate them into application and operational requirements.
- Must have excellent interpersonal skills to deal effectively with all levels of management and team members regarding contracts.
- Ability to manage multiple projects and meet deadlines.
- Must have excellent judgment with the ability to make timely and sound decisions.
- Must have knowledge of government contracts and a working knowledge of FAR/DFAR.
- Must be able to think strategically, troubleshoot issues and work with various teams to drive tasks to completion efficiently and accurately.
- Must have excellent decision-making skills that support resolution of complex problems while minimizing risks to the organization.
- Ability to follow instructions and respond to upper managements' directions accurately.
- Demonstrate accuracy and thoroughness and look for ways to improve and promote quality and monitors own work to ensure quality is met.
- Must be able to work independently, prioritize work activities and use time efficiently.
- Must be able to maintain confidentiality.
- Must be able to demonstrate and promote a positive team -oriented environment.
- Must be able to stay focused and concentrate under normal or heavy distractions and must be able to work well under pressure or stressful conditions and meet required project deadlines.
- Must possess the ability to manage and direct change, delays, or unexpected events appropriately.
