THE POSITION
-
Washington County's Watermaster is currently hiring an
Assistant Watermaster to join the team!
The Watermaster's Office is a field office of the Oregon Water Resources Department (OWRD) in cooperation with Washington County and is responsible for water supply management within the Tualatin, Lake Oswego, and Lower Willamette Drainage Basins. There are twenty-two (22) Watermaster Districts statewide, organized into five (5) regions. The Watermaster is a local contact for landowners, elected officials, and watershed councils, in addition to other government agencies at the local, state, and federal level. Our office also conducts streamflow measurements and maintains gaging stations, conducts well inspections and collects groundwater level data, performs routine dam safety inspections, assists in stream recovery efforts, provides information to landowners and the public about water rights and Oregon Water Law, regulates water use during times of shortage and mediate disputes between water users.
The Ideal Candidate will have
Knowledge of:
- Oregon water laws and regulations.
- Hydrography and hydrology.
- Water resource management.
- Surveying and drafting methods.
- Computer software such as excel, word and GIS.
The skills to:
- Install, operate, and perform minor repair of water measuring equipment.
- Drive a vehicle over rough terrain.
- Use drafting tools and manual surveying equipment.
- Safely use power tools.
The ability to:
- Perform math computations through trigonometry, and basic descriptive statistics.
- Maintain accurate records.
- Safely lift and carry equipment up to 100 lbs.
- Compose technical reports.
- Schedule and perform duties independently.
- Communicate effectively both orally and in writing with the public and professionals.
- Establish and maintain cooperative working relationships with individuals and groups who come from diverse backgrounds and represent members of the public, coworkers, and/or vendors.
- Deal tactfully with people in stressful situations.

MINIMUM QUALIFICATIONS

Education and Experience:
- A bachelor's degree in Hydrology, Geology, Civil Engineering, or other natural resource area. OR
- An associate degree in Hydrology, Geology, Civil Engineering, or other natural resource area field AND two (2) years of experience related to natural resource management, preferably water resource management. At least one (1) year of work experience must be in gathering and analyzing natural resource data, coordinating monitoring efforts, and providing technical assistance to the public in a natural resource program explaining laws, rules, and regulations, answering questions, in an effort to help the public navigate and comply with agency procedures. OR
- Four (4) years of experience related to natural resource management, preferably water resource management. At least one (1) year of work experience must be in gathering and analyzing natural resource data, coordinating monitoring efforts, and providing technical assistance to the public in a natural resource program explaining laws, rules, and regulations, answering questions, in an effort to help the public navigate and comply with agency procedures.

Selection Process
